PLACE OF WORK:

This NH-02/FPL 03, Mathematics Statistician, position is located within the ATEC, U.S. Army Evaluation Center, Analytics, Artificial Intelligence, and Digital  Directorate (AAIDED), Analytics & AI Division, located at Aberdeen Proving Ground, MD. 21005.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The NH-02 band is equal to the former GS-07 step 1 through GS-11 step 10. The NH-03 band is equal to the former GS-12 step 1 through GS-13 step 10.  ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $107,590 for the NH-02 level and $153,354 for the NH-03 level including locality.

Job Responsibilities

NH-02 level: Serves as entry, intermediate, or advanced developmental level scientist or engineer, carrying out work assignments that will provide continually progressive professional experience and maturity. Works on assignments that range from those involving standard practices and procedures to those that advance the state-of-the art or involve emerging technologies. Presents findings and results, in writing or orally, for higher level review or publication. Work products may take the form of new or modified equipment, research conclusions, systems analyses, computer code, or simulations.

NH-03 level: Serves as a Data scientist and statistician supporting the independent, continuous, and comprehensive evaluation planning and analysis of assigned programs and contributing to T&E modernization/transformation. Provides expertise in the areas of rigorous test planning, to include design of experiments and statistical analysis/reporting of test data. Work involves designing, developing, and adapting mathematical methods and techniques, and the planning and analysis roles require use statistical software packages. Develops and presents briefings of planning and analysis inputs to internal and external organizations, including but not limited to, the Center Director, Commanding General, Operational Test and Evaluation (DOT&E), Defense Test and Evaluation (DDT&E). Assesses and provides input for resolution of mission-critical evaluation planning and analysis problems, policies, and procedures. Provides support to the ATEC system team to include conducting technical reviews of assigned program area generated documents to ensure best statistical practices are upheld throughout the Center. Anticipates, develops, integrates, and implements solutions to diverse, highly complex problems, determining the best and most current statistical and analytical methodologies to utilize for assigned programs. Develops plans and techniques, and establishes precedents, to fit new situations and address complex problems in order to improve overall evaluation planning and analysis (to include real time analytics). Develops evaluation and analysis tools and provides training for the workforce in areas such as experimental design, data analysis, and proper use of statistical software. 

Job Qualification

Basic Qualifications:

Degree: that included 24 semester hours of mathematics & statistics, of which at least 12 semester hours were in mathematics & 6 semester hours were in statistics OR

Combination of education & experience: at least 24 semester hours of mathematics & statistics, including at least 12 hours in mathematics & 6 hours in statistics plus appropriate experience or additional education


In addition to Basic Qualifications above, Minimum Qualifications must be met:

GS-7:

  • At least 1 year of graduate-level education OR

     

  • Superior Academic Achievement (See Education section) OR

     

  • 1 year of specialized experience (GS-5 equivalent) OR

     

  • A combination of education & experience

     

  • GS-9:

     

    • At least 2 years of progressively higher-level graduate education leading to a master's degree or master's or equivalent graduate degree OR

       

    • 1 year of specialized experience (GS-7 equivalent) OR

       

    • A combination of education & experience

       

  • GS-11:

     

    • At least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree OR

       

    • 1 year of specialized experience (GS-9 equivalent) OR

       

    • A combination of education & experience

       

  • GS-12 & above (NH-03)

     

    • At least 1 year of experience equivalent to the next lower grade level of NH-02.

       

       FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

1. Detailed Knowledge of rigorous test planning techniques, to include design of experiments

2. Detailed Knowledge of appropriate statistical techniques for the analysis of a data

3. Advanced ability to utilize statistical software programs including to create test designs, analyze data, and develop tools for the workforce

4. Ability to work closely with multi-disciplinary teams

5. Knowledge of Contracting Officer Technical Representative (COTR)

6. Skills in oral and written communication to present and/or provide technical advice to the Director, Division Chiefs, Evaluators, Advisors, and Analysts.
