Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-05 Step 01 through GS-11 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $97,087 (including locality).

Job Responsibilities

Serves as a Human Resources (HR) Specialist with responsibility for monitoring, executing and implementing various command policies for assigned civilian personnel programs. Provides a wide range of support and consultant services.

  • Serves as the Command’s Civilian Incentive and Honorary Awards program manager. Provides incentive and honorary awards guidance and information to management officials and other HR Specialists concerning preparation and appropriateness of various kinds of awards following regulatory requirements and policy interpretations governing their use. Serves as primary for all awards-related taskers and suspense’s received from higher headquarters; coordinates with staff elements; prepares consolidated responses including required information, comments, and documents; obtains appropriate approval; and researches answers to unusual situations that involve various questions raised by management officials or employees.
  • Provides administrative assistance with civilian performance management systems, such as: Contribution-based Compensation and Appraisal System (CCAS), Defense Civilian Intelligence Personnel System (DCIPS), and/or Department of War (DoW) Performance Management and Appraisal Program (DPMAP).
  • Provides technical and administrative advice and assistance/support on civilian personnel, recruitment and classification services to managers. Liaisons with the Civilian Human Resource Support Center (CHRSC) on behalf of management to assist with and track recruitment actions and to understand manager’s needs and/or expectations. Advises management on recruitment strategies, sources, hiring authorities, and general civilian personnel information.
  • Interprets command policies and provides advice on a wide variety of civilian personnel programs and procedures to supervisors, managers, and employees throughout the command. Programs may include: Telework, premium pay (overtime, compensatory time, travel compensatory time, and biweekly and annual pay limitations), hours of duty (Alternate Work Schedules (compressed and flexible), Leave Administration (such as, sick leave, annual leave, , advanced leave, restored leave, and administrative leave), and recruitment and outreach initiatives.

Job Qualification

Current permanent NH-02 or GS-5/7/9/11 equivalent within OEC (Fort Hood location only and meet the minimum qualifications for the Human Resources Management Series, 0201.
