Job Summary

Serves as an Equipment Specialist in the S4 Directorate at the U.S. Army Aberdeen Test Center (ATC). 

ATC provides test and test support services for authorized customers within and outside of DoD, including Government and non-Government organizations, domestic and foreign. Perform comprehensive test and training, both real and simulated, exploit emerging technologies, and develop leading-edge instrumentation and test methodologies.

PLACE OF WORK:  This position is located within the U.S. Army Test & Evaluation Command, Aberdeen Test Center (ATC) within Command Staff Directorate, S4, Aberdeen Proving Ground, MD.

Job Responsibilities

Reviews equipment utilization, replacement and repair records for the Aberdeen Test Center (ATC) vehicle and equipment fleet. Uses specialized knowledge of equipment such as administrative vehicles, tactical vehicles and equipment, material handling equipment, commercial construction equipment, farm machinery, marine equipment, and Test, Measurement, and Diagnostic equipment. Checks instances of poor utilization to determine cause and possible improvement of the equipment. Prepares justifications, as required. Recommends turn-in or replacement action and prepares written justification for new equipment based on factors such as trends showing increased use, age of equipment in use, mounting repair costs, and improved type(s) of equipment available. Responsible for reviewing the work of contract employees engaged in fleet management. Periodically reviews equipment management records, such as utilization data, accident damage reports, maintenance costs, and downtime. 

Reviews proposed purchases to ensure they are in accordance with the TDA. Reviews justification and recommends action for property not on the TDA, then recommends additions and/or deletions, as appropriate. Prepares, conducts, and documents monthly equipment usage walk through reviews in conjunction with the Equipment Manager, to determine the test centers true requirements based on current missions. Maintains surveillance of projects in process, evaluating methods and procedures and recommends changes to the supervisor. Monitors the local systems for data collection and recording to fulfill requirements of local and higher echelon authority for program evaluation and reporting, analyzes costs, identifies adverse trends and makes recommendations for corrective action. Monitors the GSA Fleet budget. Monitors procurement of fleet equipment, ensuring appropriate expenditure of all authorized funds in the fiscal year. Ensures all equipment is reconciled with the property book annually. Reviews and interprets higher echelon policies, directives, regulations and other similar guidance material pertaining to the reporting or management of government owned property.

Job Qualification

U.S. Citizens who meet the minimum qualification requirements for the 1670 series.

Specialized Experience: One year of specialized experience which includes knowledge of equipment design, layout, and utilization, understands the property book account and Equipment TDA, providing specialized technical support to assigned test equipment or systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (NH-01/GS-04).

OR

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. with a major study in engineering, industrial arts, property management, or business administration.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Experience

General Experience (for GS-5 positions): Experience that provided a knowledge of the characteristics, uses, and properties of equipment. This experience may have been gained in trades or crafts, engineering technician, production control, inspection, or other work related to the specialization of the position to be filled.

Technical school may be credited as general experience in accordance with the following criteria:

  • Full-time resident study in a technical institute above the high school or trade school level on a month-for-month basis.
  • Completion of a full 4-year curriculum in a technical or vocational high school for up to 6 months of general experience.
  • Completion of a resident trade school course of at least 1 year in the manufacture, repair, or maintenance of equipment for up to 1 year of general experience.

Specialized Experience (for positions above GS-5): Examples of qualifying specialized experience include:

  • Working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment.
  • Reviewing and applying technical specifications and requirements.
  • Analyzing equipment and forecasting spare parts requirements.
  • Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders.
  • Analyzing contract specifications and examining pertinent equipment to determine if specifications are met.
  • Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

Comprehensive knowledge of the DA/DOD planning, programming and budgeting processes and regulations, as related to agency equipment acquisition and planning and long range materiel development processes in order to integrate organizational, manpower, and equipment requirements into the agency's long range documentation process.

Knowledge of how to conduct and lead equipment survey studies requiring the planning, coordination, organizing, and documentation/follow up of survey results.

Technical knowledge of the functions, maintenance, and management of the commands authorized Base/Objective TDA equipment which includes up-to-date knowledge of new equipment available to units and average useful life of equipment.

Knowledge of the command's structure and missions, as well as, analytical skills and quantitative methods and techniques for equipment analysis.

Conditions of Employment

Incumbent must be able to obtain and maintain a Secret Security clearance.

Position is designated as a Drug Testing Position.

Position requires some physical exertion.

Protective clothing may be required.
