Job Summary

This is a developmental assignment opportunity for a high performing NH-03 OR 04 (GS13 – 14 equivalent) DA Civilian to gain experience as a DCI Senior Engineer/ORSA, providing technical oversight, planning, execution, and reporting of command initiatives and analysis critical to the ATEC Test and Evaluation (T&E) mission. This position reports directly to the Chief, Capabilities Division, ATEC Directorate for Capabilities Integration (ATEC DCI).

Duration: This is a recurring developmental assignment for a period of up to 180 days. Start date o/a: 15 January 2024 

Funding: Salary will be the responsibility of the parent organization.

Temporary Duty Orders (TDY) to and from the assignment’s duty location will be the responsibility of the parent organization.

Any TDY incurred for mission duties of the developmental assignment will be the responsibility of the host organization. Premium pay incurred during assignment will be the responsibility of the host organization.

Work Schedule/Telework/Remote Work: The host organization will determine tour or duty and duty days.

Telework Policy: The employee will be expected to be on site as needed to participate in or lead various briefings to ATEC senior leadership. May be up to 5 days per week. Remote option is not available.

Resources: IT support and facility access will be provided by the host organization.

Job Responsibilities

1. Serves as Senior Engineer/ORSA for ATEC DCI, responsible for leading and supporting various lines of effort and portfolios aligned with ATEC T&E Capabilities.
 
2. Leads projects and operations research studies to improve T&E methods and procedures, through use of modeling and simulation, mission based test and evaluation, design of experiments, and development of test instrumentation.
 
3. Ensures proper coordination among the ATEC Staff, subordinate activities, higher echelons, and key stakeholders on a wide variety of mission critical T&E initiatives. Oversight of all ATEC DCI tasks and technical products.
 
4. Formulates, recommends, and implements broad internal technical policies and procedures based on evolutionary process changes in T&E and its impact on regulations’ and policies from higher headquarters.
 
5. Interprets directives and orders of other agencies and higher authorities for organizational compliance to understand and provide for their needs, requirements, and problems. Performs other duties as assigned.
 
6. Serves on working groups, boards, panels, and other ad hoc groups as required. 
 
7. Manages special projects and analysis that require comprehensive, accurate, timely, responsive, well-researched verbal and written information to senior leaders.

Job Qualification

1. No prior experience is necessary for qualifying for this position. Training will be provided as needed on the job. 

2. Candidates from the following occupational series preferred: computer scientist – 1550, computer engineer – 0854, mechanical engineer – 0830, general engineer – 0801, electronics engineer – 0855, gen physical science – 1301, operations research – 1515, electrical engineer – 0850.

3.Candidates must possess a Secret clearance and ability to maintain during assignment. 

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

1. Candidates will be evaluated based on their resume and recommendation letters from their immediate Supervisor and Director.

2. Candidates will undergo an interview process before final selections are made.

Conditions of Employment

1. Candidates must possess a Secret clearance and ability to maintain during assignment.

2. ATEC employees must meet minimum eligibility requirements according to the latest guidance published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6. External candidates must comply with their local policy’s eligibility requirements.

3. Candidates must be able to work on-site up to 5 days per week based on mission requirements.
