Job Responsibilities
The Director, Human Resources (G-1), HQ ATEC serves as the command’s senior advisor and authoritative expert for all civilian and military human resources programs. This executive-level position provides strategic leadership, develops and implements command-wide HR policies, and directs the planning, resources, and operations of the G-1 Directorate. The incumbent leads a diverse workforce through subordinate supervisors, oversees major HR programs affecting the entire command, and represents ATEC at the highest levels of the Army, DoD, and federal agencies. This role shapes long-term HR strategy, drives organizational change, and ensures effective, equitable, and mission-aligned delivery of personnel services that directly impact ATEC’s readiness and national defense objectives.
As the Director, Human Resources (G-1), HQ ATEC, you will:
- Serve as the senior civilian and military human resources authority and principal advisor to the Commander and primary staff.
- Develop, interpret, and implement command-wide HR policies, programs, and strategic guidance in alignment with DoD and Army directives.
- Establish program goals and objectives; determine resource requirements; and allocate funding, personnel, and materials to support G-1 operations.
- Lead, direct, and evaluate subordinate supervisors and managers, ensuring consistent, high-quality execution of civilian and military HR programs across ATEC.
- Provide oversight of strategic workforce planning, organizational restructuring, performance management, classification, talent acquisition, military personnel management, retention, education programs, and HR compliance.
- Represent the command in engagements with HQDA, DoD, OPM, other federal agencies, and academic institutions on HR policy, program initiatives, and mission requirements.
- Conduct and oversee complex management studies, special projects, and command-wide assessments; brief senior leaders; and recommend solutions to mission-critical HR issues.
- Exercise full pay pool management authority for AcqDemo/DCIPS workforce, including assessing contributions and preparing required documentation.
- Serve as a second-level supervisor responsible for evaluating subordinate supervisors, resolving complex personnel issues, approving disciplinary actions, recommending awards, and ensuring workforce equity across divisions.
- Initiate and lead organizational change efforts, integrate new policies and methodologies, and convert long-term strategic goals into actionable HR programs.
Job Qualification
Current Permanent NH-04, GS-14/15, within ATEC (enterprise-wide), and meet the minimum qualifications for the Human Resources Management Series, 0201.
