Job Responsibilities
Serves as a senior engineer/scientist/ORSA, technical authority and consultant, on test and evaluation (T&E) technology development, modernization, and sustainment. Develops policy and concepts involving integration of new technologies and modeling/simulation into testing and the material acquisition process. Coordinates within the command, DA, and DoD, both CONUS and OCONUS, to ensure development and promulgation of standardized test procedures and capabilities. Works closely with subordinate organizations and resource management personnel to develop, compile, and summarize near through long term (SPAR timeframe) technology requirements. Reviews, analyzes, edits, and consolidates test capability, as well as range and infrastructure sustainment requirement submissions. Provides input and prepares artifacts to describe and defend Command funding requirements for test technology, capability, and infrastructure.
Formulates, directs, and guides studies/projects of major importance to the management of command programs and operations. Makes broadly stated assignments to analysts and/or engineers who form the team(s). Develops plans and approaches; devises new methods of extending existing theory to new or unusual applications; and guides the team's work by approving overall approaches, priorities, the extension or limitation of a study in progress, and recommendations for contracted efforts. Solicits participation of outside authorities, as necessary. Provides leadership on assigned projects and coordinates with responsible program office, as necessary, to ensure reporting, monitoring, and investment requirements are met and work performed meets Command requirements. Makes independent recommendations and decisions which are universally accepted as technically sound, and presents completed projects at formal briefings to the MSC Commanding General (CG), senior leadership, MACOM and higher echelon offices, customers, and stakeholders, which usually result in the recommendation and approval of new concepts, methods, and solutions to projects/programs.
Plans, organizes, directs, and coordinates multiple activities and tasks necessary for completion of assigned programs associated with test technology, which vary in complexity. Programs directed are comprehensive and involve a variety of complicated and interrelated factors, such as relationships with other engineering and scientific specializations, deployments, and consideration of the complete materiel development cycle. Incumbent prioritizes and defends resource allocation; reports resource execution; articulates command programs throughout the chain of command in support of executive and legislative requirements; and participates in the planning, justification, and documentation of program initiatives for inclusion in the Program Objectives Memorandum (POM). Initiatives are constructed from a command-wide perspective, seeking participation and acceptance to ensure comprehensive and integrated capabilities throughout the command. Represents the Command at meetings, conferences, and workshops, as necessary, for assigned program areas.
