Job Summary
The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority. The chosen candidate will serve as a Budget Analyst supporting the Resources Management Directorate, Budget Division, Yuma Proving Ground, Yuma, AZ. A selection will be made soon after the closing date. Selection of this position will be made at the GS-0560-12 grade level.
Job Responsibilities
As a Budget Analyst you will:
*Performs all aspects of the planning, analysis, formulation, and execution of a unique, complex base operations and mission support (Research Development Test & Evaluation (RDT&E)) program involving multiple appropriations and the operation and maintenance of an automated budget support service under the general guidance of the team leader and Financial Manager.
*Coordinates budgetary and program actions with Command activities. Serves as a liaison with program managers, test directors, and support activities regarding reimbursable funding procedures.
*Prepares formal consolidated forecasts and reports on budget and program execution as required by team leader and supervisor.
*Monitors the execution, i.e., obligation and expenditure of funds, of the command's operating budgets to assure that funds are properly allocated and are being obligated and spent in a timely and effective manner in support of authorized management objectives.
*Monitors the execution phase of the budget program, as presented to higher Headquarters, for all assigned activities.
*Generate and analyze data for status of funds reports and other cost analyses/cost comparisons requested by higher Headquarters, and/or the Command.

Conditions of Employment
- You must obtain and maintain a Secret Clearance.
- This position requires the incumbent to occasionally travel away from the normal duty station up to 5% of the time.
- Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
