U.S. Army Operational Test Command (USAOTC), Fort Cavazos, TX
ATEC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the demonstration project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. OTC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $134,435 including locality.

Job Responsibilities

Functions as information technology specialist for the Operational Test Command, Fort Cavazos, TX. Supports DoD-level operational testing of garrison and tactical integrated information technology (IT) support systems.

-Develops, maintains and applies new methods to identify and analyze Information Assurance (IA) vulnerabilities in Department of Defense (DoD) Information Technology (IT) systems. Independently identifies, analyzes, and reports on IA vulnerabilities and contingency planning in DoD IT systems as input to their systems accreditation. Analysis includes the technology and procedures for such areas as access control, audit trail, virus protection, network and communications security, classified processing, service denial, and physical security. Consults with management and serves on test teams to propose and apply new methods of conducting IA testing.

- Acquires, develops, configures, and applies automated tools to identify and exploit system vulnerabilities during operational tests. When authorized, conducts penetration testing on DoD IT systems. Markets the directorate and Command abilities to conduct analysis of IA Vulnerabilities in DoD systems. 

-Consults with operational testers and clients to analyze operational test requirements and develop appropriate testing methodologies and technical solutions. Provides Information Assurance (IA) Operational Test (OT) support for DoD Automated Information Systems (AIS) residing in tactical and garrison environments, prior to deployment or already fielded. Review each system for prescribed levels of confidentiality, integrity, and availability during OT. Maintain an expert level of knowledge for current and new technology. 

- Review system documentation for appropriate IA technical integration, operational procedures, and certifications. Review operational test documentation to determine requisite Threat Cyberspace Operations (TCO) and ensure these requirements are accurately depicted/codified in the Operational Test Plan (OTP). Verify Mission Assurance Capability (MAC) and Confidentiality Level (CL) are properly assigned to each system and appropriate control measures are identified and applied. Monitor internal test planning and execution employing web-based services, relational databases, and instrumentation. Review final test reporting documentation for technical content, style, and mission accomplishment. 

- Attends meetings, seminars, and symposiums, and reads technical literature to maintain current knowledge of new or emerging IT. Participates in staff studies. Conducts meetings and briefings, explaining complex features of automated data collection components, securing support for automated data collection.

Job Qualification

Minimum qualification requirements for 2210 series

Specialized Experience

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. 

1. Experience in organizational structure, capabilities, functions and mission responsibilities, including detailed knowledge of Army organizational structure for operational testing and operational testing resource procedures.

2. Familiar with Federal, Department of Defense, Department of Army and organizational policies, procedures and processes in order to plan, coordinate, and implement information technology strategic plan.
3.  Experience with state-of-the-art hardware, software, statistical software products, data-based management systems, PC products and operating system software needed for operational testing. Database management concepts, principles, and methods including database logical and physical design, storage capacity management and backup recovery.  
4.  Knowledgeable of information systems security certification and accreditation requirements and ability to monitor and evaluate compliance with those requirements.  Network systems design, development, testing, installation, maintenance concepts and methods.

Conditions of Employment

-Salary includes applicable locality pay or Local Market Supplement.
-Ability obtain and maintain a determination of eligibility for a Top Secret security clearance for the duration of employment. A background investigation and credit check are required.

Travel Requirements

Majority of Travel will be up to 20%/Some positions travel up to 40% (Dependent on Position/Location/Organization)
