Job Summary

  • POSITION: G-2 Director (Acting)

  • PLACE OF WORK: This position is located at the U.S. Army Test and Evaluation Command (ATEC), G-2 Directorate, Aberdeen Proving Ground, MD. 21005.

  • PERIOD OF ASSIGNMENT: 60-day rotations

  • ABOUT THE POSITION: This position provides the opportunity to serve as the G-2 Director.

  • WHO MAY APPLY: Open to current NH-04 (or equivalent) ATEC employees only who qualify for the 0080 series.

Job Responsibilities

1. Incumbent serves as the Director, G-2, Intelligence, Protection, and Surety Directorate to the HQ, U.S. Army Test and Evaluation (ATEC) Command. Serves as the primary advisor to the ATEC Commander and staff on security and surety matters, including Antiterrorism (AT), Chemical Surety, Counter-intelligence, Foreign Disclosure, Industrial Security, Information Security (INFOSEC), Insider Threat (InT), Intelligence Oversight (IO), Mission Assurance (MA), Non-Traditional Agents (NTA) Operations, Nuclear Reactor Surety, Operations Security (OPSEC), Personnel Reliability Program (PRP), Personnel Security (PERSEC), Physical Security, Protection Program Oversight, SCI/SCIF Operations, Security Education/Training (SETA), Special Access Programs (SAP), Surety Security Guards, and TEMPEST functions and compliance. Develops, administers and executes, short and long-range goals and objectives for the programs. Maintains oversight of these programs command-wide through supervision of a staff of 14 engaged in policy development and command implementation. Manages oversight of the ATEC Security Guard Force, providing security and protective measures to ATEC surety sites. Together with the Commander, the ATEC Technical Director and Chief of Staff, formulates, reviews, and evaluates the total ATEC G-2 program. Directs actions necessary to correct any indicated problems, schedule slippages, or increased costs. Directs necessary shifts in emphasis of programs or resources.

2. Exercises oversight regarding overall planning and timely execution of programs and policies for the assigned staff functions. Establishes goals and objectives such as approving long-range work plans developed by subordinate supervisors. Manages directorate organizational change and approves the allocation and distribution of funds within the directorate. Exercises final authority for the full range of personnel actions. Performs the following typical personnel management responsibilities using subordinate supervisors to oversee the work: establishes contribution requirements, evaluates work performance of subordinate supervisors, and reviews contribution objectives and supervisory assessments; reviews assessments from non-supervisory employees rated by subordinate supervisors giving advice, counsel, or instruction to employees on both work and administrative matters. Supervised employees may include Federal civilian employees, Federal military or uniformed service employees, volunteers, or other non-contractor personnel. Ensures equity of contribution objectives, rating techniques, and assessment by subordinates across the directorate. Selects immediate subordinates and approves selections made by subordinate supervisors. Hears and resolves serious complaints and group grievances from employees. Reviews and approves serious disciplinary measures. Programs and allocates funding for all developmental training and travel needs of employees within the limits of the directorate budget. Fosters a positive and proactive work environment that results in a commitment to excellence, strengthens the professional development of the staff, and is conducive to the production of high quality output in support of the command. Promotes EEO and Affirmative Action Plans. Promotes security and safety procedures and policies within the directorate.

Conditions of Employment

  • - This position requires the incumbent to be able to obtain and maintain a determination and eligibility for a Top Secret SCI security clearance, or access, for the duration of employment.

    - This position requires the incumbent to successfully pass a drug test accordance with AR 600-85 Army Substance Abuse Program

    - This position requires a Confidential Financial Disclosure Report, OGE-450 (5CFR Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011.

    - This position requires TDY up to 25%.

    - This position has been identified for the Security Professional Education Development (SPeD) Certification Program. This is the Department of Defense (DoD) Security Certification Program directed by DoD Instruction 3305.13. The SPeD certification is DoD's initiative to professionalize the security workforce by establishing a common set of competencies for security practitioners that promotes interoperability, facilitates professional development and training, and develops a workforce of certified security professionals. This position requires the incumbent obtain the following core SPeD Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.
