*Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as theAcquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $136,852.00 including locality.
Job Responsibilities
- Provide supervision to the organization in areas such as the Division's military and civilian personnel.
- Serve as a member of the Director's staff to include areas such as attending staff meetings at which the Director's programs, plans, and problems are discussed.
- Serve as a senior advisor to the leadership such as the Director and Technical Director.
- Oversee the planning of the annual operating budget/multi-year capital budget.

Specialized Experience
SPECIALIZED EXPERIENCE: One year of specialized experience which includes: 1) Manage Human Resources related functions within an organization which include appraisal management and training requirements; 2) Lead a team, ensuring Standard Operating procedures are developed and implemented; AND 3) Manage day to day organizational operations to include creating budgets, manage testing programs, and executing capital improvement projects to support an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11/NH-02).

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs.
- Detection of the presence of drugs is warranted. This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.
- You will be asked to sign an agreement acknowledging that you are aware of the obligation and willing to be displaced under reduction in force procedures upon the return of the former incumbent.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Overnight travel away from the duty station (Temporary Duty (TDY)) may be required 25% or less of the time.
- Must be able to obtain and maintain a valid state driver's license.

- Term Appointment NTE - Position may be filled as a Term Appointment NTE 4 years. Term appointments may not exceed 5 years unless a 1-year extension is approved for a total not to exceed 6 years.
- The individual(s) selected for the term positions(s) may be eligible for conversion to career-conditional or career appointment at a later date.
- Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
