Job Summary

  • This is a Reassignment as a Supervisory Information Technology Specialist (SYSADMIN) at ATC.

  • The position is open to current S-6 employees only.

  • The mission of the U.S. Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading-edge instrumentation and test methodologies.

  • ATC participates in an alternate personnel system known as the Acquisition Demonstration (AcqDemo) project. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands. ***The NH-03 Branch Chief control point of the ATEC Control Point Policy is monetarily equivalent to the GS-13 salary range; this position is subject to the NH-03 Branch Chief control point (Total salary cannot exceed $158,322).

Job Responsibilities

  • As a Supervisory Information Technology Specialist, applies an extensive knowledge of advanced theories, concepts and principles in the broad field of computer and network engineering and related technologies to planning, organization, development, monitoring and improvement of software and engineering applications for all command elements. Identifies and develops new requirements in computer hardware/software technologies to meet new or inadequately fulfilled support for the commands mission and business systems. Provides network/computer/software security and risk management planning, management and technical oversight for organization managed communications networks and associated computer hardware/software resources. Request for application development are usually statements of user requirements, expectations, and justification for various applications and originate from test directors, directors, and other DA or DOD activities. The employee confers with appropriate sources to obtain general information on future equipment and proposed ADP enhancements to the activity. Throughout all phases of the project, incumbent is responsible for coordinating user requirements and analyzing the findings, determining existing computer applications, analyzing information technology equipment needs, performing in-depth process analysis of the existing process to be automated, developing logic and program flow charts and program linkages, programming, testing and validating the total system, user training, installation, and final documentation.

    As Division Chief, supervises a multi-disciplinary customer support and systems administration team in the planning, development, operations and maintenance of the ATC Enterprise Architecture. Participates in the design, development and/or extensive modification to hardware, software or communications as required for the test and evaluation of Army materiel based on knowledge of state-of-the-art computer science/computer engineering techniques. Incumbent supervises approaches by which relevant technology may be used to impact and provide solutions to difficult information technology problems within the activity. Prepares or oversees preparation of required documentation in accordance with applicable formats, conventions and other procedural requirements. Participates in development including planning, design, validation and implementation in the areas of responsibility. Supervises all efforts required to develop and implement those technical strategies which keep ATC at the cutting of information technology.

    Employs formal project management and Lean Six Sigma principles and processes, submits formal project proposals for approval and implementation. Supervises the conduct of independent investigations. Technically directs professional and technical personnel in attaining objectives through a project team or group effort. Identifies and describes the technical direction the program must take to provide a useful, reliable end product; guides initial exploration to define concepts and identify critical problem areas; evaluates relative value, technical risk, and feasibility of proposed development approaches; redirects program plans and approaches to overcome critical, unforeseen difficulties and unsatisfactory results; establishes, sets priorities and prepares milestones for completion of work. Assignments require technical leadership, in addition to a high degree of organization, originality, creativity, professional analysis and experiential insight. Incumbent is responsible for supervising the technical management, coordination, and directing multiple software projects. Ensures Team has proper equipment, materials and personnel. Justifies new requirements. Participates in the development of the ATC information systems strategic plan. Serves as advisor and consultant to other ATC directorates and personnel and to other government and civilian agencies for information technology development. Actively participates and/or briefs at meetings, conferences, and seminars in order to maintain awareness of the state-of-the-art and to exchange information and views with colleagues who are engaged in related work.
