This is a Direct Hire (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to certain positions in the competitive service.
The Electronic Proving Ground (EPG) mission statement: The U.S. Army Electronic Proving Ground (EPG) executes developmental testing in direct support of Army Futures Command, Program Executive Offices, DOD partners and industry partners to ensure our War fighters are enabled to dominate the future battlefield.
The U.S. Army Test and Evaluation Command has various incentives that MAY BE available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, credit for Leave Accrual. Incentives may be authorized IAW agency policy.
Sierra Vista is a Purple Heart City and veteran friendly, where the average commute is 16 minutes. This mid-sized city experiences a mild climate with a laid back lifestyle and an athletic environment. The surrounding area has a wealth of outdoor activities, such as hiking, mountain biking, cycling (30 miles of path) and wildlife viewing. Water activities are available at two nearby lakes, and the city's Cove Aquatic Center. There is a weekly Farmer's Market and many holiday festivals throughout the year. The city is just a short drive away from Southern Arizona's bustling wine country. Cochise County alone has over 10 wineries. Sierra Vista is home to a community college and two universities. Job Responsibilities

As a Management and Program Analyst (HR), you will:
- PRIMARY DUTIES of this position are to provide expert Human Resource Civilian Personnel and Management support to the Electronic Proving Ground (EPG). Serve as PRIMARY civilian/military AWARDS program manager and the Defense Performance Management and Appraisal Program (DPMAP) program LEAD as the command's DPMAP superuser. Those who are best qualified will reference their experience in both of these primary duties on their submitted resumes.
- Serve as advisor to HR Chief, HR Deputy, and/or Chief of Staff, Technical Director and EPG CDR when needed as it pertains to Civilian Human Resources Management.
- Definitively interpret regulatory, policy, and other applicable guidance on all types of civilian personnel actions, position management, classification, and vacancy recruit fill staffing.
- Interpret statutes, Code of Federal Regulations, Federal Personnel Manual and Supplements, Civilian Personnel Regulations, staffing guides, operating manuals, local regulations and other personnel regulations, policies, and directives, to inform, develop, and implement headquarters or local organization policy.
- Serve as a liaison with our Civilian Human Resource Service Center (CHRSC) to monitor, coordinate, and report on recruitment and other personnel actions.
- Provide advice and assistance to employees and managers on a variety of complex civilian personnel programs and procedures, and provide technical assistance to the EPG workforce.
- As a secondary duty, work staffing changes, recruitment initiatives, and placement actions.
- Initiates, monitors and tracks until completion requests for personnel actions (RPAs) for the S1.
- Develops and presents oral and written Human Resource reports and presentations. Assists the management analyst in accomplishing special studies and prepares recurring and special narrative and/or statistical reports from many different HR systems.

In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
To qualify for the GS-11 grade level, you must have:EXPERIENCE: At least one (1) year of specialized experience at the GS-09 grade level (or equivalent) performing the following duties:
Specialized Experience:
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09)
One year of specialized experience, which includes: 1) Utilizing various Human Resource applications such as DPMAP and/or DPMAP SUPERUSER, AutoNOA, DCPDS, BoBi, USA Staffing, and EMPReS to meet mission requirements. 2) Serving as civilian/military AWARD program lead. 3) Providing expert guidance on a multitude of staffing actions to supervisors and hiring officials. 4) Create written reports, materials, and slide presentations, for specific HR topics/concepts AND 5) Be able to brief on those various specific HR topics/concepts and possess the ability to answer questions in a group setting. 6) Be able to work on a team and lead if called upon.
OR
EDUCATION:
A. Ph.D. or equivalent doctoral degree from an accredited institution that includes knowledge, skills, and abilities necessary to do the work of this position, such as, Human Capital, Human Resources, Human Resource Management, Communications, Administration, and Marketing.
OR
B. Three (3) full years of progressively higher-level graduate education leading to such a degree from an accredited institution that included major study in the field of study described in statement "A" above.

C. COMBINATION OF EXPERIENCE AND EDUCATION: To combine education and experience, determine your total qualifying experience as a percentage by dividing your total months of qualifying experience by 12. Then determine your education as a percentage by dividing the total amount of completed graduate education beyond the second year (total graduate education minus 36 semester hours or 54 quarter hours) by 18 semester hours or 27 quarter hours. Finally, add the two percentages. The total percentage must equal at least 100% to qualify at this grade level.
