Job Summary

This is a 179-day non-supervisory developmental assignment opportunity for a high performing NH-02 or NH-03 (GS10-13 equivalent) DA Civilian to gain experience performing the duties as a Conference Manager in the Office of Chief Counsel in U.S. Army Testing and Evaluation Command (ATEC) Headquarters (HQ).  The incumbent will help shape and streamline a new program and process for conference management and other events critical to the ATEC Test and Evaluation (T&E) mission.

Salary and benefits will be the responsibility of the parent organization. There is no change in pay or grade for this assignment. Any overtime incurred due to developmental assignment must be coordinated between the host and parent organization supervisors in advance.

Temporary Duty Orders (TDY) to and from the assignment’s duty location will be the responsibility of the parent organization.

Any TDY incurred for mission duties of the developmental assignment will be the responsibility of the host organization. 

Premium pay is not authorized.

The host organization will determine tour of duty and duty days.

Telework eligible IAW ATEC’s telework policy to be able to work on-site twice a week or four times a pay period. Will consider remote candidate but must be able to be on-site at least 4 weeks during early part of the assignment. Per HQ ATEC policy, the mandatory on-site workday is Wednesday on a weekly basis. 

Resources: IT support and facility access will be provided by the host organization, if needed.

Job Responsibilities

Develop, plan, and implement new Conference and Events program including: 1) Coordinating with conference managers and stakeholders across the ATEC Enterprise; 2) Establishing and managing TEAMs channel and SharePoint site; 3) Creating and maintaining a conference calendar for upcoming events; 4) Contacting non-federal entities for additional information as necessary; 5) Reviewing conference policy requirements and conducting an initial ethics review; 6) Drafting conference approval memos for the ATEC Commanding General's review and approval.

This position will include other ethics specialist and paralegal duties as assigned.

Job Qualification

1. Open to high performing NH-02 or NH-03 (GS1-13 equivalent) Civilians who have served at least 1 year as employee at ATEC prior to application, IAW ATEC Regulation 350-1, Chapter 9-6.

2. No prior experience is necessary for qualifying for this position. Training will be provided as needed on the job.

3. Applicants with previous experience in the following areas are preferred: 1) Project Management 2) Organizational skills 3) Oral and Written communication skills tailored to senior leadership 4) Microsoft TEAMS channels 5) Publishing SharePoint pages

4. Applicants subject to a formal disciplinary action in the last 52 weeks from the time of application will not be considered.

5. Applicants must not have completed a developmental assignment within the past two years from the time of application

6. Applicants must have received a “Fully Successful” or equivalent on their latest performance appraisal.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

Candidates will be evaluated based on their resume and recommendation letters from their immediate Supervisor and Director.
 

Candidates will undergo an interview process before final selections are made.

Conditions of Employment

1. Candidates must possess a clearance and ability to maintain during assignment.
 

2. ATEC employees must meet minimum eligibility requirements according to the latest guidance
published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6. External candidates must
comply with their local policy’s eligibility requirements.
 

3. Candidates must be able to work on-site up to 4 days per pay period based on mission
requirements. Effective 8 September 2024, Wednesday will be a core day each week for the entire
HQ ATEC Staff. Directorates may have additional core days. This does not apply to candidates
working outside of the APG footprint.
 

4. Continued Service Agreement. Per AR 350-1, Army Civilians selected for non-Government
training in excess of 40 hours, or Government training/developmental assignments in excess of 160
hours must sign a CSA in the Department of the Army before training begins. The period of service
obligation will be equal to at least three times the length of the training period, at a minimum.
Command or career program funding the training may require more time based on associated
training costs. Calculation of the continued service obligation period will not include weekends or
federal holidays. The obligation period begins on the first day following the completion of training or
program of study.
