Job Summary

These Safety and Occupational Health Manager positions are located at the U.S.Army Redstone Test Center (RTC), Missiles and Sensors Test Directorate, within multiple divisions with duty location of Redstone Arsenal, Alabama.
RTC participates in an alternate personnel system known as the Acquisition Demonstration Project, AcqDemo. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands.
The NH-03 band is equal to the GS-12 step 1 through the GS-13 step 10. However, this position is subject to the NH-03, Non-supervisory Senior Professional/Evaluator/Tester/Analyst control point of the Army Test and Evaluation Command (ATEC) Control Point Policy $130,629 (Includes locality pay).

Job Responsibilities

  • Serves as technical expert and adviser within the Missile and Sensors Test Directorate on all Federal Occupational Safety and Health Act (OSHA) standards.
  • Demonstrates technical knowledge of new and developing standards to protect worker safety and health.
  • Develops various options, approaches, methods, and techniques to achieve the organizations health and safety goals.
  • Assures issues are addressed in accordance with regulatory statutes and sound safety and health principles.
  • Represents the organization during Installation compliance inspections and investigations.

Job Qualification

Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

Experience:  Experience in scientific or technical work that provided an understanding of the basic principles and concepts of the safety and occupational health field. Creditable general experience must have demonstrated the achievement of knowledge equivalent to the education described above.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Specialized Experience

In addition to the basic qualifications listed above you must also demonstrate one year of specialized experience which includes:
  1. Experience in aviation, missile, laser, or sensor safety programs,and
  2. Experience in identifying and mitigating safety risks, and
  3. Oversight of a safety program involving explosives and radiative hazards.
This definition of specialized experience is typical of work performed at the NH-02, pay band position in the federal service.

Conditions of Employment

          • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
          • Drug testing is required. This position is subject to random drug testing IAW AR 600-85. Applicant selected for movement into positions covered by the Alcohol and Drug Abuse Prevention and Control Program must sign DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter.
          • This position is subject to TDY (temporary duty travel) away from its duty station up to 10% of the time.
          • This position is designated as Mission Essential. Employee can be required to remain on duty or report for duty during contingency operations or other emergency situations (including dangerous weather conditions). Commensurate with mission requirements, can be required to work overtime and other than normal duty hours which may include evenings, weekends, and/or holidays.
          • Call back and emergency duty are regular requirements of this position.
            • One-year probationary period may be required.
