PLACE OF WORK
 
This position is located in Aberdeen Proving Ground, MD in the U.S. Army Test and Evaluation Command HQ, G-3/5, Knowledge Management Team.
 
Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $156,755 including locality.

Job Responsibilities

Serves as senior Information Technology Specialist responsible for advising and executing the organization's Knowledge Management (KM) Program and business process matters. 

1. Serves as Knowledge Management and Information Technology Solutions Analyst and senior technical authority with responsibility for advising the organization’s senior leaders and other staff elements on Knowledge Management, Business Intelligence and Digitization matters. Aligns information technology capabilities against project and organizational mission requirements to ensure successful accomplishment of Knowledge Management and customer requirements. Develops and maintains virtual libraries, data repositories, knowledge maps, and other KM applications; and ensures content is compliant with KM program goals and agency policies/guidelines. Executes significant projects to automate business processes to ensure the right information is available at the right time, to the right people, for real-time Command-wide decisions. Provides expert and authoritative advice affecting broad program operations to senior management within and outside ATEC. Exercises full responsibility for formulating and influencing project development and deployment consistent with the ATEC overall digitization strategy.  Develops and recommends policy and guidance for Command-wide compliance with ATEC Data and Information Architecture for visibility, accessibility, usability, performance, value, and strategic alignment.

2. Conducts studies and periodic reviews in assigned areas and provides recommendations to senior leaders that are based on valid and rigorous analysis approach, statutory and regulatory requirements. Provides advanced specialized technical expertise on enterprise test and evaluation business processes, systems, and IT tools.  Participate and lead Knowledge Management (KM) initiatives, business processes, and working groups within ATEC.  Represents the organization in meetings, working groups, and committees, with Department of the Army, Department of Defense, and other government agencies in connection with major policy and procedural matters; and, on matters involving knowledge management as it pertains to assigned missions.    

3. Serves as the organizations' Subject Matter Expert (SME) and specialist for the ATEC Enterprise T&E management systems, with a primary focus on the IT tools to automate, reduce, analyze, and visualize information for test officers, evaluators, and leadership to expedite decisions resulting in fielding of critical acquisition materiel to the warfighters. Facilitates meetings with customers to codify requirements in order to develop appropriate IT tools for in depth analysis of data.  Participates in multiple initiatives regarding the improvement of system in place, future data systems, and the quality and meaning of data. Maintains information in Army-level databases associated with ATEC Enterprise tools to ensure compliance and auditability. Ensures a system of system analysis of Knowledge Management and technology solutions that support enterprise-wide standardization. Researches government and industry technical solutions and performs alternatives analysis to support capability requirements. Incumbent must keep abreast of technical aspects of the current and future state of the art communications and information management systems. Directs and conducts mission-related training  within the organization.

Conditions of Employment

  • This position requires the incumbent to be able to obtain and maintain a determination and eligibility for a secret security clearance, or access, for the duration of employment
