This position is located within the US Army Test & Evaluation Command, TEST TECHNOLOGY DIR, WHITE SANDS MSL RGE, NM 88002
Serves as radar/telemetry/Radio Frequency (RF) technical expert and/or lead senior program engineer/scientist for Test Technology Directorate, Sensors and Data Collection Division, providing expert advice, solutions and guidance to technical personnel and White Sands Test Center customers concerning RF test instrumentation. Performs complex tasks related to sensors and data collection for instrumentation systems (GPS, Meteorology, Optics, Radar, Targets, Telemetry, Timing and/or Transponders).
Job Responsibilities
Performs a broad range of engineering planning, analyses, research and development, and systems engineering associated with the acquisition and integration of new instrumentation systems, with an emphasis on Radio Frequency (RF) systems (radar and telemetry) for White Sands Test Center. Performs in the capacity of the following functions and carries out duties as listed below:
- Capability Assessment: Responsible for the analysis of current capabilities of existing RF instrumentation systems and their ability to support the test and evaluation of emerging technologies related to the WSTC mission, in order to identify capability gaps requiring strategic investment. Performs long-range planning within the technical areas and maintains a continuous review of the performance of the WSTC instrumentation systems.
- Investment Documentation: Responsible for the conception, planning, preparation of investment documentation, and briefing leadership on the development and acquisition of new instrumentation and capabilities IAW established ATEC processes.
- Project Execution: Responsible as a Radio Frequency (RF) SME for application of broad engineering knowledge related to radars, telemetry and other RF systems, related to the development and modernization of test center instrumentation radars; telemetry tracking systems, and associated support capabilities. Requires an expert knowledge of radar and RF theory in addition to general engineering concepts including mechanical, electrical, and electronic engineering, and the physical sciences, required to lead integrated product teams responsible for the acquisition and integration of new radar and telemetry instrumentation systems.
- Instrumentation Sustainment: Responsible for serving as a SME related to all facets of integration, operation and maintenance, and sustainment of WSTC test RF based instrumentation assets.
- Instrumentation Subject Matter Expert (SME): Supports the development of new policies, procedures, and work-related changes in planning and scheduling of major projects and in reviewing and adjusting programs as a result of changes in funding or program emphasis. Guides and coordinates the work of engineers, technicians and other support personnel on integrated product teams (IPT) developing solutions to Directorate test resource modernization and integration goals.

Expert Knowledge of test and evaluation engineering systems and procedures, specialized radar/telemetry/RF instrumentation systems and supporting facilities as well as resource management. Required knowledge crosses a number of scientific and engineering disciplines to serve as technical expert to the Test Technology Range Operations Director and Commander of WSTC.
Ability to formulate and, develop technical and management plans associated with radar/telemetry/RF instrumentation systems, to include recommendation regarding engineering approaches, preparation of a multitude of plans, specifications, and technical procurement documentation.
Expert Knowledge of general engineering concepts including mechanical, electrical and electronic engineering and the physical sciences to develop plans and evaluate systems incorporating novel test techniques, acquisition of new radar/telemetry/RF instrumentation systems, and to serve as technical interface to personnel involved in all facets of design through operation and maintenance of WSTC test assets.
Expert skill to guide Integrated Program Teams involved in development of new RF test equipment, facilities or experimental methodologies to be applied to problems not readily treated by accepted methods and to resolve problems for which diverse opinions exist within the scientific community.
Ability to manage substantial resources devoted to major investment programs to meet objectives in the most effective, efficient manner.
Examples of qualifying experience for all the above must demonstrate subject matter expertise related to the development/acquisition and operation of radar/telemetry/RF instrumentation systems.

Conditions of Employment
This position requires temporary duty (TDY) travel up to 25% of the time.
