Job Summary
Job Responsibilities
As an Explosives Safety Specialist, you will:
-Prepare Explosives Safety Site Plan (ESSP) packages and submit through channels to U.S. Army Technical Center for Explosives Safety (USATCES) and Department of Defense Explosives Safety Board (DDESB)
-Perform program reviews and approve storage plans for explosives
-Participate in the design of new construction, maintenance, and renovation of explosives facilities, ensuring compliance with explosives safety standards
-Participate in Hazard Analysis Working Groups (HAWGs) for upcoming Ammunition and Explosives (AE) testing and/or operations, providing recommendations and controls as needed to mitigate explosive hazards
-Participate in the review process of Ammunition and Explosives (AE) Standing Operating Procedures (SOPs), Hazard Analysis (HA), Training Plans, and Concept of Operations (CONOPS) providing recommendations and controls as necessary
-Serve as a subject matter expert (SME) analyst for the development of Deviation Approval and Risk Acceptance Documents (DARADs) and submission, where deviations from explosive safety requirements may exist and/or criteria cannot be met
-Maintain a list of DARADs for the installation, monitoring controls and permanent corrective actions with milestones for long-term solutions
-Maintain the installation’s Potential Explosion Site (PES) list and prepare Explosives Site Licenses (ESL) as required
-Participate in safety outreach events, providing training to the workforce in explosives safety related subjects

Specialized Experience
-GIS mapping software proficiency
-Explosive Safety Siting (ESS) software proficiency
-Microsoft Office skills
-Familiarity with DoD and Army explosives safety regulations and other supporting regulations
HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
2. Knowledge of processes related to the methods of manufacturing, handling and transporting various explosive materials.
3. Knowledge of explosive standards, practices, techniques, materials, equipment, and utility systems sufficient to determine compliance with building safety standards for either new construction or modernization of existing facilities. Develop effective controls to reduce explosive effects in work place and equipment hazards resulting from new construction or modification of current facilities.
4. Knowledge of the concepts, methods, practices and techniques used by environmental, industrial hygienist, safety engineers, fire prevention specialist, and other personnel in other safety and occupational health specialty areas related to explosive safety.
5. Knowledge of job hazards, risk assessment, and other analytical techniques sufficient to identify and evaluate program areas involving explosive materials and other adverse conditions.
6. Knowledge of appropriate explosives/ordnance marking, packaging, storage, and shipping requirements;
Conditions of Employment
Drug testing is required. This position is subject to random drug testing IAW AR 600-85. Applicant selected for movement into positions covered by the Alcohol and Drug Abuse Prevention and Control Program must sign DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter.
Up to 5% business travel may be required.
