Job Summary

Aberdeen Test Center (ATC) provides test and test support services for authorized customers within and outside of DoD, including Government and non-Government organizations, domestic and foreign.  Perform comprehensive test and training, both real and simulated, exploit emerging technologies, and develop leading-edge instrumentation and test methodologies.

Non-Supervisory Engineer (General, Mechanical, Electrical, Computer, Electronics), Mathematician, Mathematics Statistician, and Computer Scientist) position is permanent, full-time, and encompasses the NH-03 pay band with no control point (i.e. not capped at the equivalent GS-12 Step 10 level).

Job Responsibilities

Serve as a Senior Test Officer and/or, working lead, and subject matter expert on test programs test equipment, instrumentation, and facilities involving broad categories of military equipment and systems. Represents the organization during initial design phases; establishes, or directs establishment of, procedures and processes needed to effectively test technical performance and determines relative merit of alternative technical approaches, including consideration of costs versus benefits. Reviews design and user specifications; determines facilities, special equipment, instrumentation, and number of prototypes required for accomplishment of test objective(s); and reviews and/or interprets materiel performance criteria. 
 

Technically directs and coordinates large, unique, or highly complex test and evaluation projects involving assigned commodity equipment and systems; and serve as a test team leader when test programs require the simultaneous effort of several engineers and technicians at different test sites. Interprets test plans and directs preparation of equipment and resources as required to satisfy subtest specifications to which assigned item(s)/system(s) must be subjected; coordinates work and events, both planned and in progress, with affected organizations during all phases of the test project; and oversees conduct of tests.

Review collected laboratory data, field performance data, and evaluation information for completeness, accuracy, and validity; and determines whether additional tests are required to satisfy test objectives. Review comprehensive final test report(s) outlining problem areas revealed during tests; performs and/or directs detailed failure analysis investigations resulting in recommendations for the resolution of problems encountered; and considers recommendations provided on the suitability of tested item(s)/system(s).

Specialized Experience

GS-13/NH-03: In addition to the basic qualifications, one year of specialized experience which includes: 1) Investigating and providing expert technical advice on testing of electronic systems developed for military applications; 2) Planning, conducting and report testing of advanced electronic systems; and 3) managing the fiscal aspects of assigned projects.
