This will be a Reassignment (NH-04's) or a Promotion (NH-03's).
This NH-04 band is equal to the GS-14 step 01 through GS-15 step 10. This position is subject to the NH-04 Non-Supervisory Professional/Evaluator/Tester/Analyst control point of the ATEC Control Point Policy at $169,571 per year (includes locality).
Job Responsibilities
The Lead Evaluator (LE) is responsible for managing the integration requirements, planning, and reporting activities across the team. The LE monitors the technical execution of system-level tests; oversees analysis and reporting efforts of test events; coordinates with the MDA and other stakeholders on system engineering concerns; provides direction on the requirements necessary to support operational assessment (OA) of MDS increments and individual weapon system changes; oversees production of the Missile Defense System Operational Test Agency (MDS OTA) Team Operational Assessment Report; serves as the MDS AST chair
The LE serves as an evaluator, functional expert, and technical authority on Ballistic Missile Defense Evaluation Directorate (BMDED) and MDS OTA. Identifies and resolves highly complex evaluation problems for systems to include technical performance in critical areas and design stability/maturity, assess risk and progress toward meeting key performance parameters (KPPs), key system attributes (KSAs), operational utility, and effectiveness, suitability, survivability. Defines, integrates and implements strategic direction resulting in long-term impact of Army evaluation processes and procedures. Serves as a subject matter expert (SME) and Lead for the development of the Operational Assessment Plan (OAP) and the Evaluation Decision Review in the planning phase of the project. Assists with development of all the Army Test & Evaluation Command (ATEC) System Team’s (AST) inputs to the ATEC evaluation reports and products (e.g., Cape's and Lim's Report, Operational Test Agency Assessment Report (OAR))
Provides advisory and guidance as a recognized expert on the system/commodity being evaluated and focuses on evaluating system effectiveness. Develops innovative solutions and methodologies to evaluate complex weapon systems requiring in-depth knowledge.
The LE works in conjunction with other SMEs as a recognized technical authority on operational test (OT) planning. Mentors and coaches test center test officers, provides guidance to AST, manages overall development of test execution (planning through data delivery) with test centers, and Program Managers (PM) (for contractor testing) to include Missile and Space (M&S). Develops and presents OT input for all T&E planning documents and participates in all T&E Working-Level Integrated Product Team (WIPT) meetings. Resolves diverse viewpoints/controversial issues, coordinates with the PM and oversees the cost estimation, test planning, execution and reporting processes for OT. Reviews all OT plans, reports, and cost estimates, provides recommendations for ATEC concurrence and assists the OT test officer and PM in the planning and execution of the DT OT Readiness Review (OTRR). Develops innovative solutions and methodologies for BMDS test and evaluation.
As the MDS AST Chair the LE leads the execution of complex test and evaluation projects. Integrates all T&E activities and synchronize all AST products through coordination with AST members for all formal products and briefings. Sets reasonable suspense dates for development and review of documents, and reports results to multiple levels of leadership. Represent the Commanding General (CG), ATEC on AST matters with internal and external entities. Utilizes the approved ATEC Enterprise system to manage all programmatic data, oversees the baseline T&E cost and schedule elements of assigned systems, and coordinates AST funding requirements with appropriate PM channels. Works to assess political, fiscal and other factors affecting customer and program needs. Provides authoritative guidance and technical expertise in assisting with and overseeing the plan, processes and status of instrumentation certification and accreditation of models.

Conditions of Employment
- This position requires incumbent to be able to obtain and maintain a determination of eligibility for a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI). Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- This position requires temporary duty (TDY) travel up to 25% of the time.
