Job Summary
This Lead Management Analyst position is located at U.S. Army Aberdeen Test Center, S1 Directorate in Aberdeen Proving Ground, Maryland.
The U.S. Army Aberdeen Test Center plans and integrates developmental testing, independent operational testing, independent evaluations, assessments and experiments to provide essential information to Soldiers and into the hands of acquisition decision makers supporting the American Warfighter.
Job Responsibilities
- Serve as team leader overseeing a number of programs such as, telework, awards, intern program, workforce development & planning, and performance management.
- Serve as the principal Human Resource Analyst, providing Human Resources (HR) policy guidance and technical expertise to senior leaders, supervisors and staff.
- Monitors and reviews the work of the team members for status and progress of work, and technical quality
- Ensures that the organizations strategic plan, mission, vision and values are communicated to the team and integrated into the teams strategies, goals, objectives, work plans and work products and service.
- Leads the team in identifying, distributing, and balancing workload and tasks among employees in accordance with established work flow, skill level, and/or occupational specialization
- Research and investigate facts involving administrative issues and other projects; gathers, assembles, and analyzes facts and presents oral and written reports to supervisor and other management officials.
- Provide information, advice and guidance about the organizations' personnel policies, procedures, and guidelines.

Specialized Experience
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: 1) Knowledge of HR principles, concepts, regulations to resolve complex problems; 2) Ability to plan, distribute, and perform oversight of work assignments, projects, and goals pertaining to workforce development, performance management, and/or recruitment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/GS-11.

Conditions of Employment
U.S. Citizenship is required.
Must be able to obtain and maintain a Secret Security Clearance.
May be required to serve a 2-year probationary period.
