This is a developmental assignment opportunity for an NH-04 (GS14-15 equivalent) DA Civilian to gain experience as an Assistant Technical Director in AEC HQ.

The primary knowledge requirements of this position are the ability to assist in directing the various Army acquisition programs using a broad knowledge of physical sciences, engineering, mathematics, military science, simulation and modeling, and other analysis techniques and methodologies. This position will include opportunities to provide technical oversight. The selected candidate will also perform supervisory functions for five employees. Training will be provided as needed on the job.

TDY is not anticipated; however, AEC will fund any TDY associated with this assignment.

Job Responsibilities

1.   Serves as the Assistant Technical Director to the Senior Executive at the Army Evaluation Center (AEC).  Assists AEC Technical Directors in leading portions of the overall evaluation of a broad range of testing.  Assists in guiding the innovation and formulation of flexible and rigorous T&E strategies, concepts, methodologies, and techniques for assigned Army acquisition programs, including new, traditional, and/or rapid acquisition systems.  Directs and coordinates the evaluation and the refinement of acquisition strategies for various weapon systems.  Interacts with senior leadership, combat and material developers, contractors, and others to provide timely, comprehensive input to Milestone Decision Authorities.  This includes evaluations of concepts on an Army wide basis and the advancement, improvement, and dissemination of Developmental and Operational T&E throughout the material life cycle. Through the application of advanced engineering and scientific techniques, ensures evaluation products are technically sound, accurate and include fully integrated technical and operational evaluations for decision makers with respect to all material systems.

2.  Ensures accuracy and thoroughness of all scientific & technical matters associated with analysis & evaluation of Army acquisition systems and ensures regulatory compliance in the design of test and evaluation strategies and schedules.  In addition, represents the AEC Technical Directors as required.  Leads or supports special projects and operations research studies to improve Army evaluation methods and procedures. Works with senior management to develop AEC strategies, policies, and procedures pertaining to all aspects of test and evaluation.  Functions as Team Leader for all AEC Technical Director support staff.

3.  The incumbent exercises delegated authority to manage and direct broad programs involving a variety of disciplines in the GS-800 and GS-1500 occupational groups as well as personnel from all branches of the military (i.e., Armor Infantry, Air Defense, Field Artillery, Signal, Transportation, Ordnance, Quartermaster, Aviation, Fire Support, and Special Operations).  The primary knowledge requirements of this position are the ability to assist in directing the various programs using a broad knowledge of physical sciences, engineering, mathematics, military science, simulation and modeling, and other analysis techniques and methodologies.

4.  Provide technical oversight. Performs the supervisory functions listed in DoD 1400.25M, SC 1920 App 5; currently supervising five employees.

5. Perform other duties as assigned.

Job Qualification

1. No prior experience is necessary for qualifying for this position. 

2. Positive education requirements are not required for this position.

3. Employees with technical experience in Science/Technology and TS Clearance preferred.

4. Candidates must possess a Secret clearance and ability to maintain during assignment.

Conditions of Employment

1. Candidates must possess a Secret clearance and ability to maintain during assignment.

2. Position may require travel away from the normal duty station (up to 20% of the time).

3. Regular and recurring telework eligible. In accordance with the current ATEC policy, candidate must be able to work on-site twice during a pay period.

4. IT support and facility access will be provided by the host organization.

5. There is no change in pay or grade for this assignment. The parent organization is responsible for funding salary and benefits.
