PLACE OF WORK:

This NH-03, IT Specialist position is located within the ATEC, G6 Directorate, located at Aberdeen Proving Ground, MD. 21005.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $153,354 including locality.

Job Responsibilities

Serve as technical lead for ATECs SharePoint Online presence in Army 365. This role will encompass activities related to SharePoint online content management, permissions management on ATEC sites including but not limited to auditing of permissions, assignment, removal, and automation. Coordinate site management activities such as removing unused sites/content, creation of new sites, and management of existing site structure to maintain compliance with Army 365 SPO governance standards.

Serve as a Subject Matter Expert for Army 365 Power Platform capabilities including PowerApps, PowerBI, PowerAutomate, and supporting technologies. Ensure adoption of the platform to maximize both DoD and Army investment in the DoD-J/Army365 platform. Directly contribute to workforce and business systems modernization through creation and management of solutions in the Army 365 platform to automate business processes and/or replace existing capabilities in the ATEC portfolio.

Serve as a Subject Matter Expert and Requirements Analyst for various data management projects and systems. This role will encompass activities related to ATEC HQ software portfolio including applications such as AIMMS, ADSS, TDAP, VLDS, etc. Focus on integration with and migration to cloud-based locations inside cArmy and Army 365. Maintain compliance with governance standards and any associations to enterprise systems. 

Job Qualification

    The experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
    (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.
    (2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.
    (3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.
    (4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

Knowledge of database administration skills.

Knowledge of current automation technology and practices.

Information Technology principles, concepts, practices, systems software, database software, and automated data processing (ADP).

  • Incumbent (or Selectee) is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program, dated 19 December 2005 (incorporating Change 3, January 24, 2012 and any subsequent changes). As a condition of employment within six months of appointment must possess or be able to obtain and maintain IAT-II (GSEC, Security+CE, SSCP, CCNA-Security or greater) and IAM-II or equivalent certification (CAP, GSLC, CISM, CASP, CISSP (or Associate) or greater) and Computing Environment (CE) Certification.
  • This position requires a Secret Security clearance. 
  • Appointment to this position may require a 1-year probationary period.
  • Appointment to this position is subject to a background investigation to determine your suitability for Federal employment.
