PLACE OF WORK
 
This position is located in Aberdeen Proving Ground, MD in the U.S. Army Test and Evaluation Command, G8 (Resource Management Directorate), Contracts Management Division.  

Job Responsibilities

NH-02: Duties are similar to those described for NH-03, but assignments are less complex and difficult until knowledge and skills are gained, with more guidance available as needed. Serves as an Acquisition Analyst within the ATEC, G8, Contracts Management Division. Provides contract development and contract monitoring support for assigned procurement as well as assisting in the development of performance work statements, contract documents, data elements, source justifications, independent government estimates, and evaluation criteria for various types of contracts and other procurement actions. The incumbent exercises independent judgment in planning, organizing, and directing the contractual aspects of assigned programs.

NH-03: Serves as a senior acquisition expert responsible for the full range of acquisition planning and contract management functions required to support various contractual needs from pre-award to post-award functions. Responsible for analysis, evaluation, approving or redirecting of the strategy, plans, and techniques of pre-award and post-award functions involving services/supplies.

Serves as a Contracting Officer’s Representative (COR) for contracts when so designated by a Contracting Officer.  

Assists in the development of solicitation packages and conducts reviews of contract requirements, deliverables and contract changes. Reviews for appropriate contract type, pricing, selection of source, acquisition method, determinations and findings, documentation, clarity of contract terms and funding.

Monitors contract administration and conduct necessary coordination, which may result in incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, approval of progress payments, final payment, and contract closeout.

Advises program officials of procurement objectives, and assists in the preparation of statements of work, determination and findings and solicitation documents.

Develops new or innovative contracting approaches to arrive at an equitable contract arrangement.

Advises technical specialists, procurement analysts, and program managers on matters pertaining to contracting policies and procedures.

Develops solutions to problems when there are uncertainties in requirements, to include departures from previous approaches, intergovernmental requirements, or comparable conditions; and problems which may result in an unfair advantage being given to one contractor for follow-on procurement.

Provides assistance to contracting officers, subordinate commands, and managers regarding specific situations or problems and upon receipt of changed procedures imposed by DA/DoD involving regulations, laws and good business practices.

Plans and develops guidance materials for technical, program management and acquisition personnel. Publishes informational materials to inform, clarify and explain regulatory and policy changes and to note recurring errors observed during contract review.

Makes recommendations to senior leadership for deviations from regulations and revision of procedures.

Provide oversight to the Government Purchase Card (GPC) program for GPC purchases of supplies, equipment, and services.

Serves as co-leading analyst for performing Command Inspections at the various subordinate organizations to include meeting and discussing various checklists with CMB’s counterparts, resource management personnel, functional subject-matter experts and the servicing contracting offices.

Specialized Experience

In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

To qualify at the NH-02 level, you must have at least one year of specialized experience in:
1) Reviewing and administering contracts; and
2) Perform cost/price data requirements

To qualify at the NH-03 level, you must have at least one year of specialized experience in: 
1) Planning and conducting contract price/cost analysis of a variety of pre-award and or/post-award procurement actions; and 
2) Negotiating and preparing documents for contract modifications.

    NH-02: Foundational Career Level Certification or Contracting Professional Certification must be met within 3 years. NH-03: Practitioner Career Level Certification must be met within 5 years.
