Job Responsibilities

Serves as an Operations Research Analyst (ORSA) supporting the Test Analysis Division in the development and implementation of data reduction and analysis processes for Army Test Instrumentation and Systems Under Test (SUT). This role will focus on applying advanced Operations Research (OR) and Data Science methodologies to streamline data analysis and provide actionable insights. The ORSA will serve as a data lead for multiple test efforts, overseeing the collection, processing, and interpretation of complex test data. In addition, the ORSA will provide expert analysis to Army leadership, ensuring that results are translated into strategic recommendations for decision-making. Key responsibilities include managing test data workflows, supporting model development and validation, leading analytical efforts, and collaborating with senior stakeholders to influence test planning and execution.

Duties:

  • Lead development of data reduction and analysis processes utilizing software programming languages such as Python, R, C++, and SQL.
  • Develop and validate algorithms for complex models supporting Army decision-making.
  • Automate data acquisition, storage, and processing for Army test operations.
  • Organize and guide project teams and coordinate with cross-functional staff. 
  • Provide expert advice on advanced data processing techniques to the TAD Division Chief and senior leadership.
  • Implement software development best practice.
  • Stay current with software engineering techniques, programming, and security standards.

Job Qualification

  • U.S. Citizens who meet the minimum qualification requirements for the following series:

    (1515) Operations Research Systems Analyst
     
    In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     Basic Requirement for Operations Research Analyst (1515): Degree: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
     

    In addition to meeting the basic requirements above, to qualify for this position you must also meet the specialized experience qualification requirement listed below: 
 

Specialized Experience

GS 12: I have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, which includes 1. Developing and refining data reduction and analysis processes using programming such as Python and R to handle large datasets and generate actionable insight; 2. Experience supporting test events by processing data and generating data products that support evaluation and decision-making for system performance; and 3. The ability to evaluate test requirements and ensure proper data collection methods are implemented to meet specific evaluation needs.
 
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
