Job Responsibilities
Serves as a Cross Functional Team (CFT) Integrator and technical advisor to the Commanding General (CG), Army Test and Evaluation Command (ATEC) and Evaluation Center Directors. Advises on all matters related to and covering Developmental Test / Operational Test and Concepts and Capability assessments of a CFT portfolio to include strategy approval and synchronization of CFT events within ATEC. Exercises overall responsibility for assisting the Director in overseeing, implementing, planning, directing, coordinating, managing, and reviewing all elements of Test & Evaluation (T&E).

1. Mastery of, and skill in applying, broad areas of testing research and analysis related to DoD systems Understands test and evaluation in development of military capabilities as well as an understanding of how it relates to Army transformation and acquisition sufficient to serve as a senior test integrator and principal T&E advisor to the command. Assists in developing, coordinating, and executing innovative test programs and technical risk management strategies; supports aggressive program acquisition strategies; and completes assignments that involve initiating, applying, and planning major evaluations.
2. Expert knowledge of DoD analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques to determine compliance with established metrics, to include determining the impact of new or modified legislation on current and future programs and resources.
3. Expert knowledge of the Defense Acquisition Process, combat development, operational and developmental test and evaluation process and organizations, life cyle management, conduct of test planning, coordination, funding, monitoring execution and reporting.
4. Mastery of advanced management and organizational principles and practices along with a comprehensive knowledge of planning, programming and budgeting regulations, guidelines and processes, and thorough knowledge of the military command’s facilities planning, acquisition, and management processes to prepare long-range and shortrange planning guidance in accordance with broad agency program policies and objectives. The work requires ability to advise leadership on potential courses of action to meet the established goals.
5. Mastery knowledge of applying management principles, concepts, regulations, practices and analytical methods and techniques to identify problems and potential problem areas. Ability to analyze and measure the effectiveness, efficiency, and productivity of assigned programs.

7. Skill and ability to lead the efforts of T&E integrated process teams, meetings, and workgroups, integrate the work of others into a cohesive product, and to prepare and present technical briefings at all levels of management on a variety of projects or issues.
8. Ability to recognize and analyze complex T&E acquisition related problems, conduct research, summarize results, make appropriate recommendations, justify, defend, negotiate, or settle matters involving significant or controversial issues related to major acquisition T&E programs.
9. Ability to independently plan, design, and carry out programs, projects, studies, and other work related to T&E, originate new ideas, projects, studies and techniques to guide concepts for acquisition programs.
10. Skill in establishing and maintaining interpersonal relations to maintain liaison and represent the CG, ATEC and AEC in technical venues.
