Job Summary

The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority. The chosen candidate will serve as an Operations Research Analyst supporting Yuma Proving Ground, Yuma, AZ. A selection will be made soon after the closing date. Selection of this position will be made at the GS-07/09/11/12 grade level depending on experience.

 

Job Responsibilities

Serve as a member of the Plans Division working independently or as a team member on programs involving the development of new or improved methodologies and analysis in support of Command initiatives.

As an Operations Research Analyst, you will:

  • Provide support on a wide variety of operational, technical, or managerial problems employing, where applicable, risk analysis, mathematical modeling, statistical analysis, and economic analysis to support establishing alternatives and their probable consequences to aid the decision-making process.

  • Design and preform various analytical studies using scientific methods on efforts related to supporting Yuma Test Center, Cold Regions Test Center, and Tropic Regions Test Center missions.

  • Provide support to senior analysts on recommending new or revised policies or procedures to assure mission performance and reporting.

  • Coordinate establishment of milestones for effective execution, reviews and analyzes requirements.

  • Develop justification for proposed course of action and impact if an issue is not resolved.

  • Develop instructions and guidance pertaining to submission of reports and information to YPG commander and higher headquarters.

  • Develop strategies for presentation of non-standard data.

Job Qualification

Basic Requirements:

Degree: Bachelor’s degree (or higher degree) in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting at least one of the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience

GS-12 Specialized Experience: One year of specialized experience which includes 1) Researching, collecting, and reducing data to meet requirements; 2) Meeting project objectives within constraints; 3) Preparing technical documents; and 4) Providing written and/or oral recommendations to senior leaders. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

GS-11 Specialized Experience: One year of specialized experience which includes 1) Researching, collecting, and reducing data to meet requirements; 2) Initiate and/or develop effective scientific approach to problem solving; 3) Develop and/or uses mathematical models for analysis on various projects; This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: operations research, mathematics, probability, statistics, mathematical logic, science, or related subjects. OR

Combination of Education and Experience: Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-09 Specialized Experience: One year of specialized experience which includes 1) Utilize statistical software packages to analyze quantitative data; 2) Assists in the conduct of novel operations analysis studies and 3) Applies computer technology to developing statistical inferences from data.

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: operations research, mathematics, probability, statistics, mathematical logic, science, or related subjects. (NOTE: you must attach a copy of your transcript.)

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-07 Specialized Experience: One year of specialized experience which includes 1) Knowledge of and skill in applying basic mathematical, statistical, or financial theories; 2) Skill in performing routine formulas, and data processing practices related technical tasks 3) Perform recurring tasks or calculations; and 4) Follow oral or written technical instructions and work in close cooperation with others. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: 1 year of graduate-level education (Bachelor’s) or superior academic achievement leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: operations research, mathematics, probability, statistics, mathematical logic, science, or related subjects. OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

Conditions of Employment

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for certification at Level II in the Acquisition Career Field “Test and Evaluation” within 24 months on entrance on duty.

  • This position may have a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
