Job Summary

U.S. Army Redstone Test Center (RTC) participates in an alternate personnel system known as the Acquisition Demonstration Project, AcqDemo. Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands.
 
The NH-04 band is equal to the GS-14 step 1 through the GS-15 step 10. However, this position is subjec to the NH-04, Supervisory Division Chief control point of the Army Test and Evaluation Command (ATEC) Control Point Policy $141,031 per year including locality pay.

Job Responsibilities

  • Serves as a Division Chief (Supervisory General Engineer), within the Missiles and Sensors Test Directorate (MSTD).
  • Plans and establishes objectives for assigned programs by establishing technical approaches and developing current and long-range plans.
  • Establishes guidelines for subordinates based on higher echelon guidance, program requirements, and relationship with other organizations and programs determine goals and objectives that need additional emphasis.
  • Assigns work, based on priorities, selective consideration of the difficulty and requirements of the assignment and the capabilities of the employees.
  • Develops employee performance standards and makes formal and informal appraisal of work, giving advice, counsel and/or instructions to employees.
  • Interviews candidates for positions and recommends various personnel actions including promotions or reassignments.
  • Ensure all Division operations are complaint with applicable security, environmental, and safety procedures for hazardous and nonhazardous tests.
  • Provides strategic oversight of division capabilities, facilities, and equipment including capability gaps identification, sustainment, and investment planning.
  • Manages key technical personnel with Knowledge, Skills and Abilities required to maintain critical subject matter expertise within the division including succession planning and recruiting of new personnel.

Education:
Basic Requirement for Engineering Positions:

A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must: (1) lead to a bachelor's degree(or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering andTechnology (ABET); OR (2) include diff erential and integral calculus and courses (more advanced than first-year physics andchemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials(stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature andproperties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamentalengineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
B. Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) athorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, boththeoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as aProfessional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under thisstandard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminenceprovisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be ratedeligible only for manufacturing engineering positions.
2. Written Test - Evidence of having successfully passed the Fundamentals of Engineering (FE) examination, or any other written testrequired for professional registration, by an engineering licensure board in the various States, the District of Columbia, Guam, orPuerto Rico.
3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, andengineering sciences and that included the courses specified in A above. The courses must be fully acceptable toward meeting therequirements of an engineering program.
4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g.,engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted inlieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired underprofessional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training todevelop professional engineering competence, or several years of prior professional engineering-type experience, e.g., ininterdisciplinary positions.

      This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (GS-13)
