This is a Direct Hire (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) in DoD to recruit and appoint qualified candidates to certain positions in the competitive service.
 
The Electronic Proving Ground (EPG) mission statement:  The U.S. Army Electronic Proving Ground (EPG) executes developmental testing in direct support of Army Futures Command, Program Executive Offices, DOD partners and industry partners to ensure our War fighters are enabled to dominate the future battlefield.

Job Responsibilities

Serves as the Information System Security Manager (ISSM) for EPG with primary responsibility to manage all Cybersecurity facets of EPG’s unique Test and Evaluation (T&E) infrastructure, capabilities, systems, software, development environments, and labs.  

  • Responsible for the administration of the Command Risk Management Framework (RMF) program and all RMF package submissions.
  • Leads the administration of EPG’s Cybersecurity programs for all networks, systems, software, and accreditations.
  • Responsible for assisting System Owners in developing and maintaining appropriate security documentation including system security plans and other security authorization package documentation (e.g., contingency plans, contingency plan test reports, user recertifications, annual FISMA assessments, etc.,) and ensures continuous monitoring of information systems.
  • Accredits, manages, and continually assesses the security posture of classified and unclassified Information Systems (ISs.)
  • Serves as the Command Enterprise Mission Assurance Support Service (eMASS) functional expert and package maintainer.

2210 Information Technology:

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. The specialized experience must include, or be supplemented by, Cybersecurity related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

1.  Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of Cybersecurity-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

2.  Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of Cybersecurity-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

3.  Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of Cybersecurity-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

4.  Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of Cybersecurity-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the specialized experience qualification requirement listed below:

Specialized Experience

In order to qualify, you must meet the specialized requirements described below. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12.)

One year of specialized experience equivalent to the GS-12 that demonstrated experience:

  1. Managing and maintaining a Command Cybersecurity program within a Test and Evaluation (T&E) or Research and Development (R&D) organization.
  2. Implementing Risk Management Framework (RMF) 2.0, Continuous Monitoring (CONMON), and SENTINEL accreditation packages.
  3. Working knowledge of Cybersecurity practices and principles for the Defense Research and Engineering Network (DREN.)

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

Cybersecurity principles, concepts, practices, systems software, database software, and hardware systems.

  • Written/Oral Communication of complex Cybersecurity information across a varied audience.
  • Risk Management Framework (RMF) experience and knowledge within a Test and Evaluation (T&E) or Research and Development (R&D) environment.
  • Enterprise Mission Assurance Support Service (eMASS) functional knowledge.

Conditions of Employment

  • Position requires Temporary duty (TDY) travel of up to 25% of the time.
  •  Employee must be able to obtain and maintain a Top Secret security clearance based on a Single Scope Background Investigation (SSBI) with eligibility for Top Secret Sensitive Compartmental Information (SCI).
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  •  In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program the incumbent must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter and is required to sign a DA Form 5019-R (Condition of Employment for Certain Positions Identified as Critical Under the Drug Abuse Testing Program).
  • This is a Defense Cyberspace Workforce Framework (DCWF) position with certification requirements as outlined in DoDD 8140.02 – Cyberspace Workforce Management.
