This is a temporary assignment within U.S. Army Redstone Test Center (RTC), Test Program Integration Directorate (TPID) - open to RTC Government employees at the NH-03 and NH-04 level, not to exceed 179 days, but may be extended or made permanent without further competition. The selectee will serve as a Test Engineer for RTC, but will be matrix to Program Executive Office Aviation (PEO). Although this position is with RTC, the selected person will spend a substantial amount of time working at PEO Aviation, coordinating and facilitating all PEO Aviation Test activities and working directly with PEO Aviation leadership and Program Managers.
In the event that the developmental assignment is rescinded, the selected employee would return to their previous RTC Directorate. The selected employee will be assigned to TPID for all performance and administrative considerations. The selected candidate's performance appraisal will be developed and administrated by RTC TPID with input from the appropriate PEO Aviation personnel. The typical administrative requirements (leave approval, travel approval) will be handled by the employee and the TPID Director.
RTC participates in an alternate personnel system known as Acquisition Demonstration Project, AcqDemo, among other features. AcqDemo replaces GS grade levels with occupational families and pay bands.
The NH-04 band is equal to the GS-14 step 1 through GS-15 step 10. However, this position is subject to the NH-04, Non-Supervisory Professional/Evaluator/Tester Analyst control point of the Army Test and Evaluation Command (ATEC) Control Point Policy, $169,654 per year.
This is a temporary assignment and may be extended and/or made permanent without further competition.
Job Responsibilities
1. Serves as T&E Test manager with responsibility for integration of the separate T&E related functions for PEO Aviation.
2. Serves as the principal T&E advisor to the Assistant PEO Aviation Engineering and Architecture on all issues/actions related to the T&E of managed systems and assists PEO Aviation in developing, coordinating and executing innovative test programs and technical risk management strategies to support aggressive program acquisition strategies.
3. Oversees and assists PEO Aviation in the integration and execution of all developmental, technical, operational, production, and Army Interoperability Certification (AIC) testing and the evaluation of managed items. Oversees and assists PEO Aviation in developing, reviewing, and coordinating all PM-generated T&E documents such as test and evaluation master plans (TEMP) and test support plans, in reviewing and coordinating T&E commands’ T&E documentation (operational test plans, safety evaluation plans, developmental test plans, safety evaluation reports, etc.) and in coordinating test plans and actions with all relevant stakeholders.
4. Oversees and assists PEO Aviation in the preparation for, and participation in, T&E related meetings and working groups to include Test Integrated Product/Process Teams, Data Authentication Groups (DAGs), Reliability and Maintainability Working Groups, Scoring Conferences, Test Schedule and Review Committees, etc.
5. Conducts research, summarizes results, makes appropriate recommendations, justifies, and/or defends, negotiates, or settles matters involving significant or controversial issues related to major acquisition test and evaluation programs in support of PEO Aviation initiatives.
6. Prepares and presents multimedia technical briefings at all levels of management to include General Officers, Senior Executive Service civilians, high ranking officials of all DoD services, and major Army and Joint Commands on a variety of projects or issues.
7. Serves as the PEO Aviation level interface with ATEC and other external stakeholders for test related matters. Maintains liaison and coordinates with various PMO, OSD, ASAALT, MACOMS, HQDA, ATEC, AEC, OTC, USACHPPM, the US Army Combat Readiness Center, and TRADOC. Develops replies or furnishes data for replies to investigations and audit reports; Presidential, Congressional, and DoD staff inquiries; and taskers from PEO Aviation.
Job Qualification
- Per ATEC 350-1: Employees must have completed 1 year of employment prior to applying for the temporary assignment.
- Applicants will be excluded from participating in the program if they have been subject to formal disciplinary actions within the last 52 weeks.
Specialized Experience
In addition to meeting the basic requirements above, to qualify for this position you must also meet the qualification requirements listed below:
Five years of specialized experience, with at least a year equivalent to NH-03, overseeing or coordinating developmental or operational test.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, NH-03 (GS-13)

Conditions of Employment
- This is a Career Field (CP) 16 - Engineers & Scientists (Non-Construction) position.
- This position requires the incumbent to be able to obtain and maintain a determination of eligibility for a Secret security clearance.
- NH-03’s will be temporarily promoted to NH-04; NH-04’s will receive no change in pay.
- Up to 25 percent travel may be required.
- This position may be filled by a temporary promotion or temporary reassignment, NTE 179 days, but may be extended up to 1 year. This temporary position may be extended and may be made permanent without further competition.
- Remote work is not authorized.
