Dugway Proving Ground is seeking applicants with a background in putting together contract packages to work in the Manpower and Contracting Branch in the Resource Management Division on Dugway Proving Ground, UT. Dugway Proving Ground is approximately 50 minutes from Tooele, Utah, and 90-minute drive from Salt Lake City, Utah. The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority.
Job Responsibilities
Develops acquisition packages in support of a variety of high-dollar, complex services, construction and supply contracts that provide help desk assistance, multiple data processing services including real-time services, pre and post-test services, report preparation, programming, networking configuration and administration, data entry services, computer setup and scheduling. Analyzes and evaluates cost and financial data contained in various types of proposed contracts for research and development, supplies, facilities, and equipment.
Performs the duties of a Contracting Officer’s Representative (COR), as assigned by the organization. Establishes and maintains individual COR files when appointed as a COR for each contract in accordance with Federal and agency regulations and guidance. Performs on sight inspections of contractor work to ensure the contractor is complying with the terms and conditions of assigned contracts. Provides required reports to the command and Contracting Officer (KO). Maintains all training required to perform the duties as a COR.
If selected at the GS-11 level, assignments will be developmental in nature and under greater supervision.

Specialized Experience
In order to qualify, you must meet the requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
SPECIALZED EXPERIENCE FOR THE GS-11: One year of specialized experience which includes: 1) Evaluating cost analysis to conduct negotiation of contract prices, terms and conditions; AND 2) Providing guidance relating to contracting processes and procedures to personnel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business and Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
For the GS-12 level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- This position requires temporary duty (TDY) travel up to 25% of the time.
- The duties of this position requires Contracting Officer Representative (COR) training in accordance with DoD Instruction 5000.72 or you must be able to complete training within 21 days of Type A COR designation or within 35 days of Type B or C COR designation unless another specific frame is agreed to by the Contracting Officer.
- This is a Defense Acquisition Workforce (AWF) position. You must meet the DoDI 5000.66 requirements applicable to the Foundational Career Level Certification in Contracting within 3 years of appointment.
- Position requires you to submit a Confidential Financial Disclosure Report, OGE-450, upon entering the position and then annually after.
- Management may select at any grade level for which this position was advertised, and the applicant is qualified for.
