U.S. Army Operational Test Command (USAOTC), Fort Hood, TX
ATEC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the demonstration project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. OTC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $122,683 including locality.
 
ATEC has various incentives that may be available for highly qualified candidates, including recruitment incentives, relocation incentives, student loan repayment, and credit for leave accrual. Incentives may be authorized IAW agency policy.

Job Responsibilities

-Serve as a functional expert and team member/team leader in one or more phases of operational testing or experiments with a marked degree of professional independence and technical expertise to determine alternative courses for effectiveness and suitability. 

-Perform analysis for major phases of varied equipment/systems using mathematical models, matrices, instrumentation, modeling, and/or simulation. Design, develop, and adapt statistical and other scientific methods and techniques for operational tests or experiments. Develop and structure the problem and establish procedures for obtaining data and determine variables that are relevant to the problem. 

-Works in concert with subject matter experts (SMEs) throughout the organization and with other organizations within the acquisition community in order to arrive at a suitable refinement of the problem, to clarify the issues, and to provide adequate investigation and treatment of the variables. Liaises with SMEs in the Research, Development, Test and Evaluation (RDTE) community for coordination and exchange of information related to operational testing.

Specialized Experience

This definition of specialized experience is one year of work performed at the next lower grade/level position in the federal service NH-02/GS-11.
 
In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
 
1) Applying a wide range of quantitative and qualitative analytical methods, principles, and techniques related to analytical, mathematical, statistical, actuarial theories, principles and practices.
2) Ability to plan, execute, administer/apply, and monitor test capabilities as well as develop test capability gaps for short- and long-range resourcing.
3) Apply data collection methods using state-of-the-art technologies, database techniques, big data analytics, and data visualization tools.

-  Ability obtain and maintain a determination of eligibility for a Secret security clearance for the duration of employment.  A background investigation and credit check are required.
- This is an Army Acquisition, Logistics, and Technology workforce position. Selectee must meet position requirements for Test and Evaluation certification within 60 months of entrance on duty.
- This position is subject to a temporary duty (TDY)/business travel requirement of 40% or less of the time, including travel by military or commercial aircraft during TDY.
- Duties require possession of or ability to obtain and maintain a valid state driver's license in one of the 50 U.S. states or possessions to operate vehicles, and any installation and/or Department of Defense license required if/when driving any government vehicles.
