PLACE OF WORK
- This NH-02, Protocol Specialist vacancy is located at the U.S. Army Test and Evaluation Command (ATEC), Staff Administration Office, with duty location of Aberdeen Proving Grounds, Maryland.
- This job is a civilian position and does not require military service (including commission and enlistment).
- ATEC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-02 is equal to the former GS-05 step 01 through GS-11 step 10. ATEC uses salary control points within the salary range to allow for differentiation in the level of positions within the same broadband. This position is subject to the NH-02 salary control point; therefore, the salary will not exceed $74,074.00 with locality.
- Management will set the pay for this position consistent with the qualifications and education of the selectee and the expected contribution for the position.

Job Responsibilities
Serves as a Protocol Specialist within a Direct Reporting Unit (DRU) organization:
- Applies a thorough knowledge of principles, methods, practices, and techniques associated with the protocol functions, as well as an in-depth knowledge and understanding of National and international rules, procedures, and forums prescribing traditional and diplomatic customs, courtesies, and etiquette.
- Develops comprehensive concept plans for official visits and social functions.
- Formulates highly complex itineraries, guest lists, and creates invitations, requiring tedious and detailed coordination, planning, and development.
- Serves as the Government Purchase Card holder for the Command Group and Special Staff.
- Serves as printing control officer and liaison with the local printing facilities.
- Monitors and validates the Secretary of the General Staff (SGS) budgetary actions to include printing and postage.
- Plans, designs, develops, and executes graphic imagery products and services for high-level presentations, special briefings, publications, static boards and charts, seating chart designs for indoor and outdoor events, posters, and displays.
- Meets with customers/clients during the developmental stages of visual presentation projects to help define objectives, recommend solutions, and help determine methods and procedures for production.
- Provides timely briefings to senior leaders to ensure that senior leader expectations are met within the respective framework of the ceremonies/events.

For this position you may substitute your education for the required experience if your education meets the following: Completed a Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. Specialized Experience
In order to qualify, you must meet the specialized requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
One year of specialized experience which includes 1) Assisting with responding to guest inquiries and updating various office databases; 2) Collecting and tracking information for presentation and/or briefings; AND 3) Assisting with the planning and development and delivery of products; utilizing various graphic design, art media, maps, diagrams, charts, slides, and presentation applications for use in communicating information through visual means.
This definition of specialized experience is typical of work performed at the next lower pay band level (NH-01/GS-04) or equivalent position in the federal service.

Conditions of Employment
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Two-year probationary period may be required.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time. Must be willing and able to travel on commercial and military aircrafts.
