This vacancy is for an Interdisciplinary position located in the U.S. ATEC, Army Evaluation Center, Aberdeen Proving Ground, MD, Mounted Systems Evaluation Directorate (MSED), to serve as an Interdisciplinary NH-04. The mission of the U.S. Army Evaluation Center (AEC) is to plan, support, conduct, and provide independent evaluations, assessments, and experiments in order to provide essential information to decision-makers supporting the American Warfighter.

Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $182,258 including locality.
 

Job Responsibilities

The MSED Directorate serves as the AEC focal point with overall management responsibility for developmental testing (DT) and system evaluations (effectiveness, suitability, survivability, and safety) of materiel systems and associated software in systems to include:  Abrams, Bradley, Booker, Armored Multi-Purpose Vehicle, Stryker, XM30, Robotic Combat Vehicle, Infantry Squad Vehicle, 30mm Ammunition, 50mm Ammunition, Family of Medium Tactical Vehicles, Autonomous Transport Vehicle, etc..

The Senior Test Manager is responsible for performing a broad range of analyses for difficult-to-define, controversial, new, or novel systems/functions of major agency, national or international impact. Works with senior leadership to establish new concepts to improve evaluation planning and execution.

Serves as a technical authority on developmental test planning; provides guidance to AST; responsible for overall development of test execution (planning through data delivery) with test centers, OTC, and PM (for contractor testing) to include M&S; develops and presents DT input for all T&E planning documents and participates in all T&E Working-Level Integrated Product Team (WIPT) meetings; resolves diverse viewpoints/controversial issues; coordinates with the PM and oversees the cost estimation, test planning, execution and reporting processes for DT. Reviews all DT plans, reports, and cost estimates and provides recommendations for ATEC concurrence and assists the DT test officer and PM in the planning and execution of the DT Readiness Review (DTRR).

Safety Evaluation. Responsible for generating Safety Releases (SRs) in support of testing involving Soldiers and Safety Confirmations (SCs) in support of equipping, fielding and milestone decisions for assigned systems and ensuring safety is addressed in evaluation reports. Identifies and resolves issues that cross organizational boundaries (PEO, PM, materiel developer, LCMC safety offices, etc).

  • The incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 17-Nov-2011. 
  • This position requires the incumbent to be able to obtain and maintain a secret security clearance. A background investigation and credit check are required. Note: Some positions can be designated Critical-Sensitive (3) requiring a Top Secret security clearance or Special-Sensitive (4) Top Secret security clearance with Sensitive Compartmented Access (SCI) and personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9. 
  • This is a Critical Acquisition Position.  Unless specifically granted a position waiver by the Director of Acquisition Career Management or the Army Acquisition Executive, the following requirements are mandated: Selectee must execute a written tenure agreement to remain in Federal service in the position for at least three years; and selectee must obtain Practitioner Career Level Certification within 5 years of appointment.
