Job Summary

This is a developmental assignment opportunity for two high performing NH-03 OR 04 (GS13 – 15 equivalent) DA Civilians, internal to the ATEC workforce assigned to Aberdeen Proving Ground, to gain experience as strategic initiatives officers for the Army Evaluation Center (AEC), the evaluation arm for ATEC. The selected candidates will report to the AEC Technical Director and will lead or support a number of strategic projects for the Center as detailed in ATEC and AEC strategic plans.  The selectees will also be exposed to Center operations and will collaborate with internal and external stakeholders to accomplish tasks.

AEC analyzes and evaluates data generated by ATEC test organizations and other sources to produce unbiased, independent safety, and operational evaluations to inform decisions and enable the Army to dominate in the multi-domain operational environment. 

This is a recurring developmental assignment for a period of up to 179 days. Target start date – early March 2025.

Salary will be the responsibility of the parent organization. There is no change in pay or grade.

Temporary Duty Travel (TDY) is not anticipated.  TDY costs incurred due to mission travel directed by ATEC AEC SIG will be the responsibility of host organization. All other travel costs will be the responsibility of the employee or their parent organization.

Premium pay incurred because of AEC SIG work during assignment will be the responsibility of the host organization.

The host organization will determine tour of duty and duty days.

The employee will be expected to be on site. Remote option not available.

IT support and facility access will be provided by the host organization, if needed.
 

Submission: This opportunity will require the submission of a resume and an endorsement letter from both the employee’s immediate Supervisor and Director. A copy of the endorsement letter template should have been provided through the various announcement mechanisms (e.g. email notification, AAMP, SharePoint).

 

Job Responsibilities

1. Review national, defense, and component-level strategic references including, but not limited to, the National Security Strategy, National Defense Strategy, Army Modernization Strategy, and Army Futures Command Campaign Plan.

2. Review the ATEC Next Campaign Plan and AEC 2035 Campaign Plan.

3. Initiate, lead, and conduct at least one major project on the AEC 2035 Campaign Plan and/or the SIG Project List.

4. Support multiple other strategic projects.

5. Support AEC technology initiatives and work with AEC personnel to update capability gaps, prioritize technology investments, and incorporate AEC Executive Director feedback.

6. Complete taskers and quick-reaction, executive-level analysis.

7. Craft documents, talking points, briefings, taskers, and other professional writing for AEC leadership.

8. Analyze a wide range of source materials to ensure AEC leadership is accurately and objectively informed and prepared for decisions.

9. Synthesize information provided across AEC Directorates, ATEC staff, and outside agencies to enable AEC leadership to discern key facts and issues, make decisions, and elevate issues.

10. Recommend solutions for complex operational issues and controversial problems.

11. Perform other duties as assigned.
 

Job Qualification

-Open to high performing NH-03 or NH-04 (GS11-13 equivalent) Civilians, assigned to Aberdeen Proving Ground, who have served at least 1 year as employee at ATEC prior to application, IAW ATEC Regulation 350-1, Chapter 9-6.

-Training will be provided as needed on the job. 

-Applicants subject to a formal disciplinary action in the last 52 weeks from the time of application will not be considered.

-Applicants must not have completed a developmental assignment within the past two years from the time of application.

-Applicants must have received a “Fully Successful” or equivalent on their latest performance appraisal.

 

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

1.    The candidate’s resume and endorsement letters from their immediate Supervisor (see ENCL 2 template) will be reviewed by the selecting official. 

2.    Candidates will undergo an interview process before final selections are made.  
 

Conditions of Employment

1. Candidates must possess a Secret clearance and ability to maintain during assignment.

2. ATEC employees must meet minimum eligibility requirements according to the latest guidance published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6. External candidates must comply with their local policy’s eligibility requirements.

3. Continued Service Agreement. Per AR 350-1, Army Civilians selected for non-Government training in excess of 40 hours, or Government training/developmental assignments in excess of 160 hours must sign a CSA in the Department of the Army before training begins. The period of service obligation will be equal to at least three times the length of the training period, at a minimum. Command or career program funding the training may require more time based on associated training costs. Calculation of the continued service obligation period will not include weekends or federal holidays. The obligation period begins on the first day following the completion of training or program of study.

The calculator and agreement will be sent after the start and end dates have been finalized. This must be signed and returned to the S1/G1 proponent managing this action prior to the start date. A copy should also be provided to the selectee’s supervisor.
