Job Summary

U.S. Army Redstone Test Center (RTC) participates in an alternate personnel system known as the Acquisition Demonstration Project, AcqDemo, among other features, AcqDemo replaces GS grade levels with occupational families and pay bands.

 

 

The NH-03 band is equal to the GS-12 step 1 through GS-13 step 10. However, this position is subject to the NH-03, Non-Supervisory Senior Professional/Evaluator/Test/Analyst control point of the ATEC Control Point Policy $115, 074 per year not including locality pay.

 

 

 

 

Job Responsibilities

  • Serves as Organizational point of contact between the Consolidated Human Resource Service Center (CHRSC), Army Acquisition Support Center, and Headquarters ATEC Acquisition Career Manager on Acquisition Workforce personnel issues.

     

  • Serves as the College and Student point of contact for recruitment and on-boarding coordination of recent graduates and student interns, which involves attending career fairs and Special Emphasis conferences for recruitment purposes.

     

  • Develops vacancy announcements and other recruitment documents/mechanisms.

     

  • Reviews applications/resumes and determines the eligibility/qualifications of applicants and prepares the necessary selection certifications.

     

  • Notifies employees/applicants of selection or non-selection.

     

  • Prepares and routes/coordinates Requests for Personnel Action (RPAs) in support of civilian personnel management.

     

  • Maintain databases (such as CAPPMIS) to track certification levels, continuous learning points, and individual development plans.

     

  • Provide staff advisory services on civilian personnel and acquisition workforce matters such as merit promotion, benefits and entitlements, announcements, referrals, hiring authorities, etc.

     

  • Interpret personnel policies, regulations, and procedures to RTC management and employees.

     

  • Serve as consultant to supervisors on the most effective alignment of HR products and procedures to support the organization’s strategic goals and objectives.

     

  • Provide advice and guidance to employees and management on career development, and training funding and procedures.

     

Job Qualification

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

 

 

 

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

 

 

 

There is no substitute of education for specialized experience for the GS-13 position.

Specialized Experience:

 

 

 

One year of specialized experience which includes: 1) Providing guidance, assistance, and advisory services on personnel matters, AND 2) Preparing, routing/processing,  Requests for Personnel Action (RPAs) in support of civilian personnel management; civilian personnel requirements, benefits, performance appraisals, and career programs; AND 3) Utilization of HR systems; active member in hiring, recruiting, and retention initiatives, AND 4) Managing a Defense Acquisition Workforce Development Account (DAWDA) program, AND 5) Oversight of Acquisition Workforce Series for recruitment, retention, and training.

 

 

 

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

 

 

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirements using experience alone- no substitution for experience is permitted.
