The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $113,604 including locality.
The U.S. Army Test and Evaluation Command has various incentives that may be available for highly qualified candidates. These include Recruitment Incentives, Relocation Incentives, Student Loan Repayment, and Credit for Leave Accrual. Incentives may be authorized IAW agency policy.

Job Responsibilities
Serves as a Program Analyst applying a wide range of quantitative and qualitative analysis on various projects and programs, management support principles, processes, and data audits.
-- Collects, tracks, analyzes, evaluates and presents information on management and execution of the directorate and project base funding.
-- Determines information needed for project planning and analysis, and the appropriate methods to secure information. Identifies critical issues, develops resolution plan, and highlights areas of trends and benefits.
-- Prepares and reviews program and procurement documentation such as requests for funds, contract deliverable lists, inter-agency agreements, etc., for consistency with funding authorizations.
-- Plans and programs budget, prepares requests for current and future year funds, receives allotments, and monitors status of funds.
Job Qualification
U.S. Citizens who meet the minimum qualification requirements for the Management and Program Analysis Series 0343 (opm.gov).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience

Conditions of Employment
