Job Summary:
The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority. The chosen candidate will serve as a General Engineer supporting the Artic Regions Test Center (ARTC) in the Test Operations Division, Ft. Greely, AK*. Selection of this position will be made at either the GS-9/11 or NH-03** grade level if candidate is at full performance level.
*Alaska (other) receives an additional 3.21% COLA that will be added to the final salary.
**There is NO immediate pay change with a reassignment if the employee is currently a NH-03 in AcqDemo.
About the Location:
Fort Greely is in the Delta Junction commuting area; fishing, hunting, camping, skiing, snowboarding, snowshoeing, dog sledding, and views of the Northern Lights; bears, moose and caribou; located 95 miles south of Fairbanks. Winter temps of 8 to minus 19°F with extreme lows of minus 30 plus; summer temps 70s/80s and 21 hours of daylight.
Job Responsibilities
Leads and manages complex test programs for advanced weapons systems and development projects, including creating and refining data collection techniques, ensuring data accuracy, and overseeing high-visibility, long-term projects with significant financial investments.
Conducts comprehensive testing and evaluation of experimental and state-of-the-art technologies for combat, support, and soldier equipment, including developing new method and comparing standard systems for product improvement.
Develops and oversees testing protocols for advanced systems and subsystems, including planning, cost estimating, range preparation, and supervision of test conduct, while also creating novel instrumentation and data acquisition systems.
Manages project resources and coordination, including budgeting for construction procurement, and labor, resolving issues with external organizations, and analyzing test data to prepare detailed reports and recommendations.
Directs and coordinates a large test team, including up to 50 personnel, overseeing project assignments, organizing test activities, establishing procedures, managing scheduling and budgeting, and addressing training and disciplinary issues.
Conducts comprehensive planning and coordination for major test projects, including developing new test methodologies, ensuring effective liaison with supporting organizations, reviewing project and fund status, and representing the organization in technical meetings and reviews.

Conditions of Employment
Must be able to obtain and maintain a Secret Security Clearance.
This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R (Condition of Employment for certain positions Identified as Critical under the Drug Abuse Testing Program) and must pass urinalysis testing as required prior to appointment and periodically thereafter.
This position is covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for the position.
This position may require some TDY travel – approximately 20%.
This position requires a pre-employment and annual physical.

"Working Conditions: Performance of duties includes extended periods of outdoor work in extreme natural COLD, TROPIC, and DESERT environments. Work takes place at remote/isolated locations in temperatures ranging from -70°F to 140°F and includes high winds, high humidity, torrential rain, fog, snow, ice, blizzard conditions, and dust/sandstorms. Exposure to potentially harmful plants, animals, and insects which occur naturally in these environments is possible."
