Job Summary

Multiple vacancies can be filled by this announcement. The positions are located within the Advanced Technology Office ATO), at the US Army Redstone Test Center (RTC).


RTC participates in an alternate personnel system known as the Acquisition Demonstration Project, AcqDemo.  Among other features, AcqDemo replaces GS grade levels with occupational families and pay bands.
 

The NH-03 band is equal to the GS-12 step 1 through GS-13 step 10. However, this position is subject to the NH-03, Non-Supervisory Senior Professional/Evaluator/Test/Analyst control point of the ATEC Control Point Policy $115,074 per year, not including locality pay.

Job Responsibilities

1.    Provides coordination and support for planning, execution, and reporting on the test and evaluation of Army experimental, initiation, production, and modernization of rotary and fixed-wing aircraft systems, aviation, missile, sensor, weapon systems, subsystems, associated components, and allied equipment.
2.    Participates in all assigned program planning and implementation of new and ongoing directorate and cross directorate specific programs.
3.    Monitors and analyzes all assigned program activities related to the developmental testing mission to minimize unnecessary delays, duplication of efforts and to assess the timeliness and cost performance of test programs within the Advanced Technology Office.
4.    Prepares and obtains approval of all requisite planning, documentation, inclusive of, but not limited to: Contractor Letters of Direction, Technical Specifications, Statement of Work, Test Plan and Report, and Budget Requests
 

Job Qualification

Time-In-Grade Requirements:

Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

There is no substitute of education for specialized experience for the GS-13 position.
 

Specialized Experience

One year of specialized experience which includes: 1. Experience with coordinating projects/tasks, reviewing project requirement products, compiling project statistics, and driving project execution and 2. Proficiency with Microsoft Office applications (or equivalent office management products) 3. Experience with securing and executing funding to enhance or expand test capabilities and 4. Experience in delivering program management review briefings to customers and organizational management. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).

Some federal jobs allow you to substitute your education for the required experience to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
