This Detail/Temporary Assignment is for an Interdisciplinary position located in the U.S. ATEC, Army Evaluation Center, Aberdeen Proving Ground, MD, C5 Directorate, to serve as a Supervisory Interdisciplinary NH-04 (Technical Director) for a period Not to Exceed 1 year (12 months). The mission of the U.S. Army Evaluation Center (AEC) is to plan, support, conduct, and provide independent evaluations, assessments, and experiments in order to provide essential information to decision-makers supporting the American Warfighter.

Job Responsibilities
Serves as a Technical Director for an AEC Directorate with responsibility for managing, through subordinate supervisors, the efforts of 80-90 professional civilians, military members and support personnel performing critical independent assessments on the effectiveness, suitability, survivability of systems to include the safety of materiel solutions and viability of emerging technologies and engineering change proposals in order to support major acquisition/fielding decisions including but not limited to acquisition milestones, materiel changes, and materiel releases.
Major Duties:
1. Product Review/Support: Reviews/maintains technical quality of directorate evaluation and safety products. Ensures evaluation and safety products are derived from all relevant data sources, are technically sound and accurate, present a balanced picture of system capabilities, and are reported in sufficient detail to satisfy decision makers. Reviews/maintains Department of Army (DA) and ATEC regulatory and policy adherence. Oversees cost, schedule, and performance of T&E efforts supporting acquisition programs, supervises development or staffing of products to support acquisition decisions, and ensures the quality and adherence to Department of Defense (DoD), Army, & ATEC directives, regulations, and policies of all test and evaluation products.
2. Technical Director/ Advisor: Serves as a principal advisor to the Director, Military Acquisition Advisor, and Senior Test and Safety Expert on matters involving the technical evaluation of a broad range of new, traditional and/or rapid acquisition systems in assigned areas. Assesses and provides strategic direction and resolution of mission-critical problems, policies, and procedures. Informs the Director on all matters in the technical/ scientific ongoing programs involving operational and developmental evaluations. Provides technical direction to director, division chiefs, AST Chairs, analysts, and test integrators on technical matters involving conduct of evaluations.. Provides direction and technical support to the test and evaluation for all assigned systems. Directs and coordinates the evaluation and the refinement of acquisition strategies for weapon systems. Guides innovation and formulation of flexible and rigorous T&E strategies, concepts, methodologies, and techniques for assigned Army acquisition programs. Represents the Director and ATEC-AEC in technical venues. Represents the organization at program-related meetings, reviews, conferences and symposiums. Effectively reports results through oral/written communications to Command and Senior Army and Department of Defense leadership (Senior Executive Service {SES}/Government Officials {GO}). Interacts with senior leadership, combat and material developers, contractors, other service Operational Test Activities, and others to provide timely, comprehensive input to Milestone Decision Authorities.
3. Supervisory: Supervises and mentors a staff of professional engineers/scientists/ operations research analysts and administrative personnel through NH IV ensuring timely performance of a satisfactory quality and quantity of work. Assigns work to subordinates based on priorities, difficulty of assignments, and the capabilities of employees. Develops performance plans and rates employees. Give advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for subordinate positions; recommends hiring, promotion, or reassignments. Takes disciplinary measures, such as warnings and reprimands. Identifies developmental and training needs of employees to maintain technical competency, provides and/or arranges for needed developmental and training.
Job Qualification
Current ATEC HQ/AEC/ATC personnel located on APG only. Must be a high performing NH-03/NH-04 employee who qualifies for a General Engineer (0801), Physical Scientist (1301), Operations Research Analyst (1515) job series.
HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
1. Mastery Knowledge of analytical and statistical techniques to assess and provide strategic direction and resolution of mission-critical problems.
2. Knowledge of program planning and budgeting cycles to oversee cost, schedule, and performance of T&E efforts supporting acquisition programs.
3. Skill in oral and written communication to present and/or provide technical direction to the Director, Division Chiefs, Evaluators, Advisors, and Analysts..
4. Ability to execute projects and/or studies within established financial and time constraints.
5. Ability to organize and lead study teams.
6. Ability to originate new ideas, projects, studies, and methodologies to guide concepts and techniques for acquisition programs.
7. Ability to accomplish work through others, guide and control daily work operations, deal with employees supervised and to plan, organize work and meet deadlines.
Conditions of Employment
Top Secret clearance is required.
20% travel requirement on commercial and military aircraft.
