    PLACE OF WORK: This position is located at the U.S. Army Evaluation Center (AEC), Analytics, AI, & Digital (AAIDED), Digital Engineering Division, APG, MD.   The mission of the U.S. Army Evaluation Center (AEC) is to plan, support, conduct, and provide independent evaluations, assessments, and experiments in order to provide essential information to decision-makers supporting the American Warfighter.

    Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-03 is equal to the former GS-12 Step 01 through GS-13 step 10. ATEC uses salary control points to allow for differentiation in the level of positions within the same broad band. Therefore, the salary for this position will be set no higher than $156,755, including locality.

Job Responsibilities

Serves as an analyst providing direct technical support and advice to the Army Evaluation Center (AEC). The successful candidate will provide scientific and technical, and cloud engineering expertise to drive agency innovation and deliver solutions in data governance, data standards, data lifecycle management, data visualization, and data analytics.

The incumbent will support the future AEC Data Enterprise vision and goals by utilizing tools such as Microsoft Power Automate, Power BI, SQL, R, and machine learning methods to perform research, analysis, and methodology/model development projects in support of the test and evaluation of Army and DoD acquisition programs and rapid fielding initiatives. They will also contribute to the development and implementation of data management and governance policies, and cloud modernization efforts.

The ideal candidate will have professional knowledge of data science theories, principles, and practices, as well as technical competence in computer programming languages such as Python, Power Apps, and R. They will be able to work in undefined areas, lead teams through collaboration, and develop evaluation strategies using analytical methods. Excellent communication and interpersonal skills are also required, as the incumbent will need to effectively work with teams across the organization and the DoD, report results to senior leadership, and present analytical studies and evaluation recommendations.
