Job Responsibilities
- Plan, organize, coordinate, and provide technical expertise and guidance in the design, development, test and evaluation, fielding, repair and modification and/or procurement of Radio Frequency (RF) instrumentation systems, computers, networks and electronics equipment. Conduct market research to determine if the test requirements can be met by purchasing a commercial-off-the shelf item or whether an in-house design and fabrication effort needs to be performed
.- Serves as an advisor to the Directorate senior technical personnel in the design, application, modification, integration and repair of nonstandard telecommunications systems, computers, networks and electronics equipment in support of testing U.S. Army ISR and EW systems.
- Oversees the organization instrumentation Cyber Security Program. Administers and monitors implementation of the Risk Management Framework (RMF). Reviews Assess and Authorize (A&A) documentation to ensure that it is compliant with RMF standards. Reviews risk assessments and analyze impact of potential vulnerabilities.
Job Qualification
1.Plan, organize, coordinate, and provide technical expertise and guidance in the design, development, test and evaluation, fielding, repair and modification and/or procurement of Radio Frequency (RF) instrumentation systems, computers, networks and electronics equipment. Conduct market research to determine if the test requirements can be met by purchasing a commercial-off-the shelf item or whether an in-house design and fabrication effort needs to be performed. Provides Government oversight as a cybersecurity analyst to ensure accreditation of all test instrumentation systems, and single or multiple use test systems. Oversees and manages the Risk Management Framework (RMF) for organization-wide systems (instrumentation). Prepares and briefs Cyber status/security conditions to the organization Directorate leadership and other senior technical personnel as necessary, sometime encountering situations that require persuasion. Plans, organizes, coordinates, and provides technical expertise and guidance in the design, development, test and evaluation, fielding, and modification and/or procurement of Radio Frequency (RF) conventional communications, telecommunications systems, computers, networks and electronics equipment. Makes use of commercial-off-the-shelf items and/or designs and develops special capabilities required to meet unique test requirements. Works closely with instrumentation engineers and test team members to establish technical requirements for each test; operational conditions that must be met; limitations; safety and security requirements; and to provide technical expertise in test methodology, instrumentation, and data harvesting services. Design instrumentation capabilities from the concept stage to the finished design or prototype. The design approach must be closely coordinated with other Technical Support Branch functions tasked with developing other elements of the overall project to ensure design compatibility. Position requires knowledge of basic communications theory, electronic theory, algebra and elementary physics to apply engineering theories and practical knowledge in design and development of new and unique methods and techniques in product design, electronic test equipment and measurement devices and integration of communications technology.
2. Conducts market research to determine if the test requirements can be met by purchasing a commercial-off-the shelf item or whether an in-house design and fabrication effort needs to be performed. Also investigates whether an existing commercial off-the-shelf item can be modified to meet test requirements. Performs technical literature searches and research to locate potential sources of supply. Prepares project proposals including background, justification, cost estimate, benefits expected, plan of action and schedule. Maintains currency in the areas of electronic systems development, communications technology, test equipment and intelligence` equipment by reviewing literature and attending conferences, meetings, courses and seminars. Maintains a continuing knowledge of the state-of-the-art in RF communication technology, techniques and equipment capabilities.
3. Serves as an advisor to the Directorate senior technical personnel in the design, application, modification, integration and repair of nonstandard telecommunications systems, computers, networks and electronics equipment in support of testing U.S. Army ISR and EW systems. Work often requires development of alternate methods and solutions to problems, particularly those lacking standard/current references, practices and procedures. Modifies standard electronic equipment for unique test purposes during the progress of assignments. Reviews, modifies and develop schematics and specifications to accurately document final equipment configuration.
4. Oversees the organization instrumentation Cyber Security Program. Administers and monitors implementation of the Risk Management Framework (RMF). Reviews Assess and Authorize (A&A) documentation to ensure that it is compliant with RMF standards. Reviews risk assessments and analyze impact of potential vulnerabilities. Independently develops procedures to generate and maintain required documentation to include the System Security Plan, the RMF Package documents, and Plan of Action and Milestones (POA&M). Independently develops guidance and assists subordinates through the Categorize, Selection, Implementation, Assessment, Authorization and Monitoring phases. Work closely with the NETCOM Security Controls Assessor - Army and Army Test and Evaluation Command's Information System Security Manager (ISSM) to ensure timely certification testing of systems being accredited, identification of system security shortcomings residual risks, and coordinate with the system certification team to resolve issues and mitigate residual risk. Keeps ATEC Authorizing Official (AO) and ISSM briefed on systems accreditation status and provide necessary coordination to acquire the Approval to Operate (ATO) for systems. Takes any other steps that may be necessary to ensure timely accreditation, review and reaccreditation of MS&I systems developed under the appropriate authority. Maintains database of system accreditation status, develops reports, and alerts system proponents when accreditation documentation must be updated.

Conditions of Employment
1. In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
2. Temporary Duty Travel (TDY) may be required approximately 25% or less of the time.
