Job Summary

Aberdeen Test Center (ATC) provides test and test support services for authorized customers within and outside of DoD, including Government and non-Government organizations, domestic and foreign.  Perform comprehensive test and training, both real and simulated, exploit emerging technologies, and develop leading-edge instrumentation and test methodologies.
 
PLACE OF WORK: This position is located within the U.S. Army Test & Evaluation Command, Aberdeen Test Center (ATC) within (Various Directorates), Aberdeen, MD.

Job Responsibilities

  • ABOUT THE POSITION: Performs continuing developmental duties and assignments in relation to problems concerned with test and/or evaluation of a wide variety of military systems and equipment. Typical assignments at this level include, but are not limited to the following; Serves as a support engineer or scientist, performing instrumentation engineering, development, testing, or integration where established criteria and technical precedents are generally established. These systems are composed of new and unusual types of equipment that are complex and must meet high standards of precision. 
  • At the developmental level you will perform continuing developmental duties and assignments in relation to problems concerned with test and/or evaluation of a wide variety of military systems and equipment. Typical assignments at this level include, but are not limited to the following; Serves as a support engineer or scientist, performing instrumentation engineering, development, testing, or integration where established criteria and technical precedents are generally established. Guidance from senior professional engineers and scientists is provided if precedents do not exist due to the accuracy and critical operating performance required for the acquisition and reduction of data in the dynamic testing of Army material. These systems are composed of new and unusual types of equipment that are complex and must meet high standards of precision. 
  • At the full performance level you will be responsible for (1) Independently performing the full range of standard test and/or evaluation functions for research and development, production and post-production, product improvement and/or other test projects. (2) Independently planning, coordinating, and conducting evaluation projects requiring unusual planning, scheduling, coordination, and/or negotiation.

Job Qualification

U.S. Citizens who meet the basic qualifications/requirements for the following job series:

0800 - Professional Engineering

1301 General Physical Science

1515 - Operations Research Analyst

1520 - Mathematics

1529 - Mathematical Statistics

1550 - Computer Science

Specialized Experience

  • In order to qualify, you must meet the basic qualifications/requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

    GS-05: No specialized experience. OPM Basic Qualifications have to be met. 

    GS-07: In addition to basic qualifications, one year of specialized experience which includes 1) Performing routine scientific or engineering tasks to assist higher level employees. 2) Knowledge of scientific or engineering principles and concepts to determine applicability to the work being performed; OR 
    Education substitution: 1 year of graduate-level education or superior academic achievement. (GPA of 3.0 or higher) 

    GS-09: In addition to basic qualifications, one year of specialized experience which includes 1) Applying techniques to plan, coordinate, analyze or report on completed tests and evaluation projects; and 2) Assisting with analyzing/evaluating scientific data in the solution of scientific or engineering problems; OR. Education substitution: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. 

    GS-11: In addition to basic qualifications, one year of specialized experience which includes 1) Interpreting/applying scientific or engineering guidelines to test and evaluation of military equipment. 2) Preparing report on testing procedures and findings to ensure requirements are met; and 3) Analyzing/evaluating scientific data to obtain solution to test problems; OR Education substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. 

    GS-12: In addition to basic qualifications, one year of specialized experience which includes: 1) Planning and directing test and data collection strategies for military equipment; 2) Authoring reports on testing procedures and findings; and 3) Managing complex projects and programs (cost/schedule/performance). Education substitution: there is no education substitution at this level

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

  • Competencies Desired: Data analysis, modeling and simulation, communication (oral/written), problem solving, conflict resolution, hands-on lab/field experiences, logical/critical thinking, high-level projects, leadership skills.

  • Must be able to obtain and maintain a Secret Security Clearance.
