Job Summary

The United States Army Test and Evaluation Command is posting this advertisement for the subject position above under the Major Range and Test Facilities Base (MRTFB) Direct-Hire Authority. The chosen candidate will serve as a Supervisory IT Specialist (Policy and Planning) supporting Yuma Proving Ground, Yuma, AZ. Selection of this position will be made at the NH-2210-03.

As a Supervisory IT Specialist (Policy and Planning) you will:

  • Plans and makes work assignments based on workload, priorities, and capabilities; prepares schedules for completion, and provides instructions concerning regulations and procedures to be followed.
  • Develops local operating procedures and policies, which govern operation of the office of new or changed requirements.
  • Provides management officials and operating personnel within the activity technical advice on current technology and policy and its impact on current and long-range programs.
  • Prepares, submits, and defends requirements (including Service Level Agreements), as needed, for necessary manpower, budget, training and equipment.
  • Analyzes essential and desirable operating capabilities, translating these into performance requirements for communication and automation hardware and software.
  • Develops, implements, and/or ensures compliance with plans, policies, guidance, procedures standards, infrastructures, and/or architectures that establish the framework for the management of all information technology programs in an organization.
  • Serves as source of expertise providing customer support for problem solving, integrating and managing functional operations of multiple computer systems, software packages, and adapting system operations to meet continually changing and expanding needs of the Command and Business Operations.
  • Plans, develops, implements, coordinates and/or maintains programs, policies, and procedures to protect the integrity and confidentiality of systems, networks, and data in an organization.
  • Develops requirements and specifications for information technology systems.

Job Responsibilities

Serves as a Supervisor in the Directorate, Network Enterprise Center with responsibility for planning, supervising, cyber security, and directing employees engaged in providing functional users with technical and functional support relative to standard systems. Serves as a Supervisory Information Technology Specialist independently performing work in the administration, development, delivery and support of Information Technology (IT) systems, services and cyber security.

Basic Requirement for Supervisory IT Specialist (Policy and Planning):

Specialized and Other Experience: One year of specialized experience which includes experience planning and making work assignments based on workload, priorities, and capabilities; and providing advice or guidance on a wide range and variety of complex information technology issues. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02/(GS-11).

The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:

(1) Attention to Detail – Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: completing thorough and accurate work independently, even in the most difficult or stressful situations; occasionally reviewing work completed by others.

(2) Customer Service – Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: resolving routine and non-routine problems, questions, or complaints; developing and maintaining strong, mutually supportive working relationships with customers; conducting evaluation of support to determine quality of services and customer satisfaction, and recommending procedural changes based on customer need or changes in policy and/or regulation.

(3) Oral Communication – Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: convincingly conveying complex information to customers; presenting thoughts that are well-organized and demonstrating confidence in the facts and ideas; adjusting style when working with individuals with different levels of understanding; using various methods to explain and convey information.

(4) Problem Solving – Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: solving complex or sensitive problems by developing and proposing strategic alternatives; identifying possible conflicts and shared benefits; helping team anticipate problems and identifying and evaluating potential sources of information; providing feedback and coaching to others to help solve problems; engaging appropriate stakeholders when developing solutions in order to understand and incorporate multiple perspectives and needs; evaluating the effectiveness of decisions and adjusting future decisions as appropriate.

CONDITIONS OF EMPLOYMENT:

  • You will be required to provide proof of citizenship.
  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • Two-year probationary period may be required.
  • One-year supervisory probation may be required.
  • Salary includes applicable locality pay or Local Market Supplement.
  • This position has been designated for a “Mission-Essential Employee” for Continuity of Operations (COOP); meaning that this incumbent may/can be required to report for CONUS related duty during an emergency at an offsite location.
  • Incumbent must be able to obtain and maintain a Top Secret security clearance.
  • Must possess or be able to obtain an Information Assurance Technical (IAT) Level II commercial certification, within 6 months of employment. Employee is required to satisfactorily complete the appropriate training and obtain the required certification/recertification for this position as outlined in DoD Publication 8570.01-M Information Assurance Workforce Improvement Program dated 19 December 2005 (incorporating Change 1, 15 May 2008).
  • In accordance with AR 600-50, incumbent is required to file, upon entering the position and annually, a Statement of Employee and Financial Interest (DD Form 1555) and OGE- 450 Confidential Financial Disclosure.
  • This position is covered by the Civilian Drug Abuse Testing program. Incumbent is required to sign a DA Form 5019-4 “Condition of Employment for certain civilian positions identified as critical under the drug abuse testing program.
  • Position has been designated as IT Sensitive. Incumbent must meet eligibility requirements for an ADP sensitive position.
  • Temporary duty (TDY) travel may be required approximately 10% of the time.
  • May be required to work overtime.
  • May be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • Call back and emergency duty may be required of this position.
  • Must possess a valid motor vehicle driver’s license.
