Job Responsibilities

  • Serves as an Acquisition Analyst for the Resource Management Directorate, S8, U.S. Army Aberdeen Test Center (ATC) responsible for providing contract development and contract management and oversight support for assigned procurements.

  • Ensures the main purpose of the work is to ensure test facilities, utilities, grounds, and EIP meet mission requirements. 

  • Assists, within the scope of assigned responsibilities, in the administration of contracts.

  • Serves as a Contracting Officer's Representative (COR) for contracts when so designated by a Contracting Officer.
  • Responsible for analyzing contract performance and making recommendations for revisions, completing contractor performance evaluations and submissions in Contractor Performance Assessment Reporting System (CPARS).
  • Responsible for the analysis, evaluation, approving or redirecting of the strategy, plans, and techniques of pre-award and post-award functions involving services/supplies. Review/Develop and process for approval.
  • Requests for Service Contract Approval Forms (RSCA).
  • Assists senior analysts in the review and validation of the contractor manpower and budget data in a variety of systems to provide timely, accurate responses to a variety of taskers. 
  • Will also serve as a Contracting Officer’s Representative (COR) to monitor the status of contractor performance. Performs in depth review and analysis to verify progress of contract requirements.
  • Recommends actions to be taken to resolve contract problems and ability to meet program goals.
  • Prepares reports or briefs contract data for meetings, inspections, audits and in progress reviews.
  • Analyzes and evaluates rates, invoices, etc. using transactional data from General Fund Enterprise Business System (GFEBS), Contractor Information Management System (CIMS), and other systems of record, performs a variety of analyses, and prepares a variety of reports, briefings, etc.
  • Maintains command files of packages and audit trails for historical data, while ensuring compliance for documentation maintenance in accordance with established policies.
  • Coordinates ATC contractor staffing and specialized skill requirements with contract Program Managers in response to changing workload and mission needs of the organization. 

Job Qualification

  • Per ATEC 350-1: Employees must have completed 1 year of employment prior to applying for developmental assignment.
  • Must not have previously completed a developmental assignment within the last 2 years.
  • Applicants will be excluded from participating in the program if they have been subject to formal disciplinary actions within the last 52 weeks.

Specialized Experience

  • Minimum entry level contract management experience with GFEBS knowledge.
  • Contracting Officer Representative experience; to include performance surveillance and reporting. 
  • Experience with requirement and acquisition package development.

Conditions of Employment

 

  • Position requires the applicant/incumbent to be able to obtain, and maintain, eligibility for a Secret security clearance
  • Selectee will remain assigned to his/her permanent position of record while on the developmental assignment.
  • Selectee will remain at his/her current grade (DA has no promotion potential).
