Job Summary
ATEC is seeking interested Army acquisition workforce applicants for a unique digital engineering experience with industry – MORSE Corporation.
PROGRAM DESCRIPTION
The DOD Public Private Talent Exchange (PPTE) program provides selected DOD acquisition workforce employees the opportunity to complete a professional assignment with industry by serving for six months with a private sector organization. PPTE promotes increased communication between government and industry, enables participants to gain a better understanding of industry’s business operations and challenges, and facilitates the sharing of innovative best practices.
DIGITAL ENGINEERING OPPORTUNITY
ATEC is facilitating an opportunity for Army acquisition personnel who are interested in industry best practices as they relate to Digital Engineering. Selected personnel will gain valuable exposure through a six-month assignment with MORSE Corp. in Cambridge, MA to further develop functional acumen within the Digital Engineering space. This assignment is designed to provide a comprehensive understanding of professional software development practices within a private industry setting and expand the employee’s knowledge and skills in a supportive and professional environment.
MORSE is a specially selected team of scientists, engineers, and software developers who use asymmetric and unconventional approaches to deploy practical solutions that solve difficult multi-disciplinary problems faced by the US National Security Ecosystem.
KEY DATES
• Application period: 27 March – 2 April 2024
• Program start: o/a 04 May 2024
Assignment Location: Full team will be in-person in Cambridge, MA supported by some remote staff. On-site, remote, or hybrid arrangements are available.
TARGET AUDIENCE
Selected participants will be individuals with high potential who are seeking to broaden their Digital Engineering expertise through hands-on experience with private industry partners gaining insight into their priorities, strategies, and operations through a six-month resident and/or remote assignment. Participants must have knowledge, skills, and abilities to be considered a subject matter expert in their respective functional area.
PROGRAM LENGTH
The length of the typical PPTE assignment is six months. Assignments may be shorter to accommodate the needs of the participant’s home organization. PPTE FY24 is expected to kick off on o/a 4 May 2024. Those participating for six months will wrap up their PPTE experience on or about 3 November 2024.
FUNDING
The salary of DOD participants is paid by their respective home organizations. PPTE is not centrally funded. Any costs related to participation in the program, including but not limited to travel, TDY, and per diem, must be funded by the home organization.
Job Responsibilities
ASSIGNMENT DESCRIPTION
- Assist in the development of custom software packages and full stack applications/tools for a variety of DoD customers.
- Develop data pipelines and supporting software for analysis and the test and evaluation of machine learning models at scale.
- Develop software solutions for the analysis of complex/big data problems.
- Collaborate with cross-functional teams to define, design, and ship new features.
- Continuously discover, evaluate, and implement new technologies to maximize development efficiency.
- Participate in code reviews, providing good feedback on code you review, as well as being receptive to feedback on your code.
- Work with and integrate the latest open-source software tools & algorithms to solve novel and challenging problems.
- Develop software within and for Cloud environments.
- Customer interaction, including opportunities to present your work.
Job Qualification
ELIGIBILITY
Applicants must meet the following requirements:
• Must be a US Citizen with an active Secret Clearance.
• Must be a permanent tenure Civilian member of the Army Acquisition Workforce. Exception: per Section 1109, FY16 National Defense Authorization Act (NDAA) and Section 11.A.3.f, 82 Federal Register 43339, eligibility to participate in PPTE is extended to flexible length and renewable term technical appointment employees in the Department of Defense laboratories designated as Science and Technology Reinvention Laboratories (STRLs). Term employees not appointed under Section 1109, FY16 NDAA are not eligible for PPTE. Tenure status is indicated on the employee’s SF-50, Notification of Personnel Action, Block 24.
• Must be mid-career professional in the grades of NH-03 through NH-04 (or broadband equivalent); 10 to 15 years of acquisition experience preferred.
• Must meet DAWIA position certification requirement or be within grace period.
• Annual base salary not to exceed $176,000.

DESIRED PARTICIPANT COMPETENCIES:
- Working knowledge of the general web and software application development architectures, trends, and emerging technologies.
- Experience with Python is preferred.
- Solid understanding of version control systems (we use Git).
- Experience with tools including Docker and Spark, is nice to have.
- Good communication skills and the ability to have fun when working.
SELECTION PROCESS
A senior level ATEC - YPG board will evaluate applications and select the best qualified applicant for this opportunity.
At the discretion of the board, the selected candidate may undergo an additional ethics review process with an Ethics Counselor to ensure complete understanding of the terms captured in the MOA and prohibited activities while on assignment. This review process, if pursued, must be completed prior to the start of the assignment.
Conditions of Employment
MEMORANDUM OF AGREEMENT (MOA)
The DOD component, the private-sector organization, and the participant must complete a written MOA which describes the rights and responsibilities of the parties as well as other terms of the assignment. Should the applicant be matched with a company for a PPTE assignment with industry, the MOA will be executed at that time. See enclosed MOA.
FINANCIAL DISCLOSURE REPORT
Participants must complete a financial disclosure report. More information regarding the report can be found at https://www.oge.gov/Web/oge.nsf/Resources/OGE+Form+450. Should the applicant be matched with a company for a PPTE assignment with industry, the participant will be directed to submit a report at that time, if they are not already an annual filer.
CONTINUED SERVICE AGREEMENT (CSA)
Upon completion of the PPTE assignment, participants agree to serve their organization for two times the length of the period spent in the program. Should the applicant be matched with a company for a PPTE assignment with industry, the CSA will be executed at that time.
