Job Summary
This is a developmental assignment opportunity for a high performing NH-03 OR 04 (GS12 – 14 equivalent) DA Civilian to gain experience as a Management & Program Analyst, working across a command of 8,000 personnel to guide the development of ATEC's new T&E enterprise system (referred to as the ATEC Integrated Mission Management System (AIMMS)) as well as drive ATEC’s implementation of Knowledge Management.
Duration: This is a developmental assignment for a period of up to 179 days. Start date o/a: 10 February 2025.
Target Competencies:
1) Leading change, 2) Project management, and 3) Communication skills for executive leadership (e.g. Commanding General).
Funding:
Salary and benefits will be the responsibility of the parent organization. There is no change in pay or grade for this assignment.
Any overtime incurred due to developmental assignment must be coordinated between the host and parent organization supervisors in advance.
Temporary Duty Orders (TDY) limited to less than 10 percent.
Any TDY incurred for mission duties of the developmental assignment will be the responsibility of the host organization.
Premium Pay is not authorized.
Work Schedule: The host organization will determine tour of duty and duty days.
Telework eligible IAW ATEC’s telework policy. Incumbent will be required to report to the office onsite at least 4 days per pay period with core in-office days on Wednesdays each week. Must be able to be on-site as needed as well.
Resources: IT support and facility access will be provided by the host organization, if needed.

Job Responsibilities
Duties for this position include but are not limited to the following:.
1. Lead and support enterprise test and evaluation business processes, systems, and associated information technology tools. Participate and lead Knowledge Management (KM) initiatives, business processes, and working groups within ATEC.
2. Aligns processes with technology capabilities to meet organizational mission requirements to ensure successful accomplishment of Knowledge Management and customer needs. Develops and maintains virtual libraries, data repositories, knowledge maps, and other KM applications; and ensures content is compliant with KM program goals. Executes significant projects to automate business processes to ensure the right information is available at the right time, to the right people, for real-time Command-wide decisions.
3. Serves as a specialist for the ATEC Enterprise T&E management systems, with a primary focus on the tools to automate, reduce, analyze, and visualize information for test officers, evaluators, and leadership to expedite decisions resulting in better business decisions and fielding of critical acquisition materiel to the warfighters. Facilitates meetings with customers to codify requirements to develop appropriate tools for in-depth analysis of data.
4. Perform staff functions in a command headquarters, component staff or equivalent major policymaking organization, conceiving, initiating, monitoring, and/or conducting major projects and studies of critical importance to agency decision-makers and missions.
Job Qualification
1. Open to high performing NH-03 or NH-04 (GS12-14 equivalent) Federal employees assigned to Aberdeen Proving Ground who possess a Secret Clearance. Civilians who have served at least 1 year prior to application, IAW ATEC Regulation 350-1, Chapter 9-6.
2. Applicants subject to formal disciplinary action in the last 52 weeks from the time of application will not be considered.
3. Applicants must not have completed a developmental assignment within the past two years from the time of application.
4. Applicants must have received a “Fully Successful” or equivalent on their latest performance appraisal.
5. Occupational series requirement; 0343.
6. Must be able to participate Secure Video Teleconference meetings in person.
7. Candidates who have familiarity with ATEC’s mission preferred.
8. In addition to job qualifications, selections will be based on demonstration of the following (at minimum): Strong oral and written communication skills, problem solving and analytical skills, and ability to work independently as well as on a team.
HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:
- Candidates will be evaluated based on their resume and recommendation letters from their immediate Supervisor and Director.
- Candidate’s resume and recommendation letters will be reviewed by the selecting official.
- Candidates will undergo an interview process before final selections are made.
Conditions of Employment
1. Candidates must possess and be able to maintain a Secret clearance during assignment.
2. Employees must meet minimum eligibility requirements to apply for a developmental assignment according to the latest guidance published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6. External candidates must comply with their local policy’s eligibility requirements to apply for a developmental assignment.
3. Candidates assigned to APG must be able to work on-site four days during a pay period, with core days on Wednesdays, in accordance with the current ATEC telework policy.
4. Continued Service Agreement. Per AR 350-1, Army Civilians selected for non-Government training more than 40 hours, or Government training/developmental assignments in excess of 160 hours must sign a CSA in the Department of the Army before training begins. The period of service obligation will be equal to at least three times the length of the training period, at a minimum. Command or career program funding the training may require more time based on associated training costs. Calculation of the continued service obligation period will not include weekends or federal holidays. The obligation period begins on the first day following the completion of training or program of study.
The calculator and agreement will be sent after the start and end dates have been finalized. This must be signed and returned to the S1/G1 proponent managing this action prior to the start date. A copy should also be provided to the selectee’s supervisor.
