PLACE OF WORK: U.S. Army Test Comand (USAOTC) Fort Bliss, TX
ATEC is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the demonstration project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. OTC uses salary control points to allow for differentiation in the level of positions within the same broadband. Therefore, the salary for this position will be set no higher than $151,308 including locality.

Job Responsibilities
Acquisition Workforce Demonstration Project Position Requirement Document (For Acquisition Demo Project Only)
Serves as the principal adviser to the Director on operational planning and information requests (taskings). Advises the Director on management, manpower, budget, organizational structure, supply, logistics, security, administration, personnel, and other related operational administrative and managerial functions.
• Develops policies for and manages Directorate programs for current operations. Conducts and develops staff studies which include recommendations for improvement of test capabilities and evaluation methods. Review, current and projected workload requirements and the Directorate test schedule to define future test resource requirements. Reviews research and development test programs to identify current and anticipated operational requirements.
• Develops local policy and directs implementation of policy guidance on operational test and evaluation. Ensures test methods comply with doctrine and established test requirements. Manages special projects. Ensures test methods used satisfy or exceed evaluation criteria. Investigates and advises on matters such as analysis and review of test findings.
•Coordinates with major Army Commands and HQDA staff elements for the execution ofAMDTD test programs. Coordinates with other services in support of multiservice programs.
•Prepares plans, identifies and coordinates requirements, allocates resources, and manages orparticipates in Integrated Product Teams (IPTs) to improve T&E planning, execution andevaluation.
•Exercises unlimited fund certification authority and delegated approval authority forprocurement actions up to $100,000 by the Director
•Plans and assigns work schedules and sequence of operations to ensure an even flow anddistribution of work, the expeditious handling of priority actions and meeting of schedules anddeadlines/suspenses. Revises work schedules to meet changes in workload, considering factorssuch as peak loads, availability of manpower, and processing time requirements.
•Advises the Director of anticipated vacancies increases in workloads or other circumstances toobtain replacements, temporary help or additional staff. Interviews candidates for positions,promotions or such positions.
•Develops and evaluates performance standards for subordinate employees, and reviewsevaluations made by supervisors on other employees.
•Represents the Directorate at a variety of high-level reviews, meetings and conferences. Prepareswritten reports and documentation to formalize or augment the Directorate's position on issues.

QUALIFICATIONS:
In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.
Specialized Experience
One year of specialized experience which includes: 1) Conduct analysis on operational test information in order to provide recommendations; AND 2) Develop operational testing program milestones.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03 or GS-13).

• Ability to obtain and maintain a SECRET security clearance or access for the duration of employment.
• This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Test and Evaluation Certification within 60 months of entrance on duty.
