Job Summary

The mission of the US Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading edge instrumentation and test methodologies.

Job Responsibilities

Serves under the general direction and guidance of a division chief who assigns areas of responsibility and global objectives of programs including general target dates. The division chief may be consulted on the ware difficult and controversial problems encountered. A continuing general review is made of completed work to ensure accomplishment of objectives; only those work products which may have out-of-the-ordinary impact, may be controversial, or may set a precedent are reviewed technically.

 

MAJOR DUTIES:

 

Serves as a branch chief within one of the commodity testing directorates of the US Army Aberdeen Test Center (USAATC). Exercises responsibility for planning, directing, coordinating, and reviewing the work of professional and nonprofessional engineering personnel engaged in planning, monitoring and/or conducting tests and evaluation of items within the broad military equipment categories (e.g., artillery, small arms, armor, automotive, soldier systems, support equipment and ammunition) assigned to the directorate. The nature of the work performed is such as to require, of the incumbent, supervisory qualifications in addition to professional competence in several engineering disciplines, with no one predominant, as the primary qualification requirement.

 

Responsible for supervising the day-to-day activities of professional and nonprofessional engineering personnel engaged in planning, monitoring, reporting and/or conducting tests and evaluation of items/systems within the broad military equipment categories assigned to the directorate. Types of tests conducted range from research and development (e.g., research, technical feasibility, engineer design, suitability, verification, and prototype qualification and production validation) through production and post-production (e.g., preproduction, initial production, product acceptance, shakedown, comparison, and surveillance) to product improvement. Plans work to be accomplished by the engineering and technician staff wherein several of the positions are graded at the NH-03 level. Trains and guides staff members as they complete test and evaluation assignments which typically involve performance of and/or responsibility for study and interpretation of operational requirements, specifications, and military characteristics, or other types of requirements for the item/system to ascertain the specific investigations to be conducted and the specific data to be obtained; overall planning of test projects, including assignment of personnel, facilities, and equipment; planning test experiments, including determination of test procedures, test limits, and instrumentation; setup and interconnection of test equipment and the item/system undergoing test; development, modification, or adaptation of test equipment, as appropriate; conduct of test experiments including recording of data; analysis, interpretation, and evaluation test data and results; and preparation of a test report outlining test procedures used, data and results obtained, conclusions, and pertinent recommendations and suggestions relative to the acceptability or application of item/system tested, or the validity of test data when controversial test methods are applied. Sets priorities and prepares schedules for completion of work. Assigns work to subordinates based on priorities, selective consideration of the difficulty and the requirements of the assignments, and the capabilities of employees.

 

Evaluates performance of subordinates. Gives advice, counsel, or instruction to individual employees on both work and administrative matters. Interviews candidates for positions in the branch. Makes recommendations for appointment, promotion, or reassignment involving such positions. Hears and resolves complaints from employees. Refers group grievances and the more serious complaints not resolved to higher level supervisors. Effects minor disciplinary measures such as warnings and reprimands. Returns action in more serious cases. Identifies developmental and training needs of employees. Provides or makes provision for such development and training. Exercises responsibility for structuring civilian positions in accordance with the DA objective achieving a balanced and fully productive workload for all positions established to perform assigned functions. Ensures that job descriptions accurately reflect the duties/responsibilities of subordinates. Uses the employee detail procedure for brief changes in assignments. Ensures that each position as established or changed conforms to DA position management objectives and that position management actions taken are compatible with and support established affirmative action and equal employment opportunity programs.

Job Qualification

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on education, your transcripts will be required as part of your application. To be eligible, you must have, and your resume must describe, at least one year of specialized experience equivalent to the NH-02/GS-11 grade level.

Specialized Experience

To be found eligible, you must have, and your resume must describe, at least one year of specialized experience at the next lower grade (NH-02/GS-11) level, which includes:  1) Serving as a test officer conducting planning, execution and reporting of electric power generation systems including engine-generator sets, vehicle power systems, mounted electronic components, radar systems and electrification principles;  2) Authoring and reviewing technical documents regarding power systems testing procedures. Must have the experience to review, interpret and validate power generation equipment, electrification safety mitigation and analysis of power generation systems testing results; and 3) Managing personnel (cost/schedule/performance) in complex and variable power range testing projects.  There is no education substitution at this level.
