Control Point Statement: The U.S. Army Test and Evaluation Command (ATEC) is participating in an alternate personnel system known as the Acquisition Demonstration Project (AcqDemo). Among other features, the Demonstration Project replaced GS grade levels with occupational families and pay bands. The band NH-04 is equal to the former GS-14 Step 01 through GS-15 step 10. This position is subject to the NH-04 Non-Supervisory Professional/Evaluator/Tester/Analyst control point of the ATEC Control Point Policy. Therefore, the salary for this position will be set no higher than $188,167 including locality.
A relocation incentive may be available IAW ATEC policy.
Job Responsibilities
1. Serves as a senior Safety Engineer/Health Physicist and technical consultant/advisor in any of the safety specialty areas associated with explosive, chemical, biological, radiation, or aviation safety, tactical safety, systems safety, or operational testing. Manages long range programs/projects designed to determine the health of the safety and health physics programs throughout the command. Technically manages and determines scope of project/study/inspection. Reviews work for technical quality of performance team members to the supervisor. Gives advice, counsel, or instructions to individual employees on technical work matters. Provides on-the-job training, identifies developmental and training needs of employees and makes recommendations to the supervisor on matters that may affect project accomplishment. Serves as the command representative to higher level working groups to provide expert advice and guidance. Coordinates with top administrative and technical personnel at the headquarters and subordinate field elements to formulate initiatives upon which action plans will be based to implement the strategies for long-range direction objectives. Directs the development of command policies and procedures relative to the assigned area of responsibility. Oversees the implementation of guidelines developed by higher echelons and initiates written procedures for implementation of technical safety/radiation protection standards, codes and safety/radiation protection requirements for a wide variety of operations or activities. Serves as the focal point for programs and actions of other headquarters staff elements affecting technical capabilities and mission resources availability and utilization.
2. Provides technical advice for the assigned program(s) of the command subordinate organization, including safety verification of systems, analysis of accidents, development of special programs and countermeasures to achieve overall accident prevention goals, and initiatives of HQDA programs in tactical safety, range safety, systems safety, operational testing, or other programs requiring technical oversight. Keeps safety counterparts in commodity commands informed of safety testing progress or areas of concern. Attends meetings to address systems safety issues. Serves as point of contact on the issuance of safety releases and safety confirmations as well as events related to experiments and demonstrations. Reviews Health Hazard Assessments. Participates in HQDA level working groups. Prepares or oversees correspondence required to resolve potentially controversial safety problems.
