Job Summary
- This is a developmental assignment opportunity for an NH-03 (GS 12-13 equivalent) DA Civilian to gain experience as an AST Chair within the Intelligence, Surveillance, and Reconnaissance (ISR) Division, C4ISR, AEC.
- The intent of the assignment is to provide the employee an opportunity to learn the role of an ATEC System Team Chair by supporting the ISR Division Chief. The employee will be responsible for leading, planning, organizing, analyzing and executing Test and Evaluation (T&E) activities for complex intelligence projects within C4ISRED.
- The employee must possess and be able to maintain a Secret clearance during the assignment.
- Regular and recurring telework eligible. In accordance with the current ATEC policy, candidate must be able to work on-site twice during a pay period. Mandatory on site day is Thursday. Remote option is negotiable.
- TDY is not anticipated; however, AEC will fund any TDY associated with this assignment. This does not include relocation to and from the duty location upon acceptance of the assignment.
- There is no change in pay or grade for this assignment. The parent organization is responsible for funding salary and benefits.

Job Responsibilities
1. Serves as the AST chair within AEC C4ISR, supporting the Intelligence, Surveillance and Reconnaissance (ISR) Division Chief. Responsible for leading, planning, organizing, analyzing and executing Test and Evaluation (T&E) activities for complex intelligence projects within C4ISRED.
2. Represents the organization at technical and functional meetings, conferences, IPTs, and working groups held to discuss, outline recommendations, and render decisions concerning intelligence, software, network or sensor technology and methods as they relate to specific T&E projects. Reviews and analyzes all test activities on assigned programs to prevent unnecessary delays, and to assess the quality of the testing programs. Ensures program objectives, planning, and execution include consideration and coordination with similar DA programs. Develops and presents oral briefings and written reports to stakeholders for comments, approval, decision making and to convey strategic vision or organizational policies and programs. Formulates, manages and analyzes baseline T&E cost, resource and schedule elements of assigned system(s) to ensure optimization and proper allocation of resources; coordinating funding requirements with appropriate PM channels. Serves as a liaison with other members of the DOD T&E community for the coordination and interchange of information related to assigned program areas. Assists with and oversees the planning, processes, and status of instrumentation certification and accreditation of models.
2. Serves as a Systems Analyst, planning, analyzing, and integrating evaluation of system requirements for T&E products of complex intelligence programs across a wide spectrum of proponent, user, planning, implementing, and operating organizations. Identifies current and potential deficiencies or limitations in the systems and conducts complex studies and other research and analysis to determine requirements for future intelligence systems. Assists in the development of the effectiveness, suitability and survivability criteria for the analysis of the complex intelligence system. Assesses operational impact to intelligence systems, doctrine and organization to include evaluation of the validity of the improvements. Identifies operational and doctrinal characteristics and assumptions pertinent to the use of the systems in question. Prepares evaluations of intelligence system concepts and developments for the purpose of examining and identifying how or what those concepts add to the total effectiveness of the system. Reviews documents/analysis pertaining to lethality, vulnerability, survivability, and effectiveness of intelligence systems, and provides comments and recommendations. Develops and presents convincing oral/written program initiatives presentations to leadership for strategic planning and decision making of long range goals. Analyzes, coordinates, and recommends proposals and revisions to command group and higher echelons initiatives and policies for assigned programs.
3. Ensures all requirements align with Command mission; and are approved by appropriate levels. Using customer requirements, validates T&E team design for approved capabilities; appropriate functionality; and data hierarchy. Provides advice on technical and functional specifications, data models, user interface, common data elements, testing, scheduling, evaluating, and prioritization. Ensures compliance with established DOD, DA, and organizational directives and standards.

Job Qualification
1. Candidates must have operational testing experience prior to assignment.
2. Candidates must possess and be able to maintain a Secret clearance during the assignment. TS/SCI clearance is preferred.

Conditions of Employment

2. Position may require travel away from the normal duty station (up to 20% of the time).
